The Borough of Kenhorst, Berks County, PA will receive sealed bids online via PennBid website for the 2026 Annual Road Project until 11:00 A.M. prevailing time, on May 7, 2026, after which time, Bids will be opened with results displayed publicly on PennBid. The consideration of the apparent low Bidder will be at the regularly scheduled Borough meeting to be held at 7:00 P.M. prevailing time on May 7, 2026. The project consists of miscellaneous base repair, geotextile fabric, milling and installation of Superpave Materials in the 1300 blocks of Kenhorst Boulevard and Liberty Avenue.Each bid must be accompanied by a Certified Check or Surety Company's Bid Bond on the form provided in the Bid Documents, naming as payee or Obligee, Borough of Kenhorst, Berks County in the amount of ten percent (10%) of the total bid submitted. The Surety Company must be acceptable to the Borough. No bid may be withdrawn after the above-specified date for receiving, opening, and reading of bids, except as specifically may be provided by law.Wages paid are subject to the Pennsylvania Prevailing Wage Act approved August 15, 1961, P.L. 987 as amended and supplemented. The Pennsylvania Human Relations Act of 1955, P.L. 744, No. 222, as amended June 25,1997 by Act 34 of 1997, 43 P.S. §§ 951-963, shall apply to this Contract if the total cost exceeds $100,000.00. All Contracts exceeding $10,000.00 shall be performed in compliance with Executive Order 11246, entitled, “Equal Employment Opportunity,” as amended by Executive Order 11375 and as supplemented in Department of Labor regulations (41 CFR Part 60). In addition, all Contractors shall comply with the “Nondiscrimination/Sexual Harassment Clause” as required by Pennsylvania Executive Order 2016-05. The Contractor and their subcontractors must be pre-qualified by PennDOT for the type of project work specified in order to bid the project. The Borough of Kenhorst, Berks County, reserves the right to waive any informalities in, or to reject any or all bids, and to delete any item or portion of an item without affecting the bids on the remaining items or portion of items. The above invitation to Bidders is made for the benefit of the Borough of Kenhorst, Berks County, and no rights shall be deemed to accrue to any person making a bid by reason of the submission of any bid hereunder or by waiver or non-enforcement of any provision of requirement of this invitation.
