    NOTICE TO BIDDERS BRENTWOOD BOROUGH ALLEGHENY COUNTY, PENNSYLVANIASealed Proposals will be received by Brentwood Borough, Allegheny County, Pennsylvania for its 2026 BRENTWOOD BOROUGH SANITARY SEWER O&M LINING PROGRAMBase Bid This project involves sanitary sewer CIPP rehabilitation work including, but not limited to, full length CIPP lining; pre and post NAASCO CCTV inspection; internal reinstatement of active service laterals; internal removal of protruding service laterals; site access development and restoration; resident, business, and municipal notifications; bypass pumping; traffic control; site restoration and all appurtenances required by the Contract Documents, complete in place. The Borough intends to award a contract that permits the Borough, at its sole discretion, to retain the services of the selected vendor for a term of up to three years. In addition to providing unit costs for work performed in FY 2026, bidders shall separately indicate costs for three separate one-year renewal periods (FY 2027, 2028, & 2029). Such renewal prices shall be in the form of flat percentage mark-ups on the FY 2026 unit costs.Bidder is responsible for restoration of all disturbed areas and for any needed traffic control and resident notification letters.All proposals must be submitted via Pennbid (pennbid.bonfirehub.com), before 11:00 a.m. prevailing time on Tuesday, May 5, 2026. At that time, bids will be opened with results displayed publicly on PennBid.All plans, specifications, and other documents related to the solicitation are available at no cost on the PennBid site (pennbid.bonfirehub.com).Pennsylvania Prevailing Wages must be paid on this contract.Bidder shall be required to maintain performance bond, labor & materials payments bond, public liability insurance, property damage insurance, and worker’s compensation insurance in the amount specified in the proposal documents, and certificates associated with the same shall be filed with the Borough at the time that an agreement is executed with the selected bidder. All proposals shall additionally comply with Pennsylvania prevailing wage regulations.In order to receive consideration, bidders must accompany the proposal with either a formal Bid Bond from a Surety Company authorized to do business in Pennsylvania or a certified check made to the order of Brentwood Borough. The Bid Bond or certified check shall be equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within 15 days after a Notice of Award is issued by the Borough.The responses provided in the proposal must remain valid for a period of no less than sixty (60) days from the date of the bidding opening. No Bidder may withdraw a Proposal during the sixty (60) day period without forfeiting the bid bond amount.The Borough reserves the right to reject any or all proposals, or any part thereof, for any reason, and also reserves the right to waive any informality therein.Dates of Publication By: George Zboyovsky April 16, 2026 Borough Manager April 23, 2026
