    SECTION 00100 INVITATION TO BID Notice is hereby given that sealed bids for the construction of: Butte-Silver Bow URA – Vault Reconstruction Project – Phase 4 will be received by the Butte-Silver Bow URA at the Butte-Silver Bow Clerk and Recorders Office, 2nd Floor, Courthouse Building, 155 West Granite Street, Butte, Montana 59701 until 5:00 PM, local time, on June 18, 2014. The bids will then be publicly opened and read aloud at the: Butte-Silver Bow Council Commissioner’s Meeting on June 18, 2014 at 7:30 PM, Council Chambers, Courthouse Building, 155 West Granite Street, Butte, Montana 59701. Bidders shall submit sealed bids as prescribed in the Project Manual addressed to: Butte-Silver Bow Urban Revitalization Agency, First Floor, Room 111, Courthouse Building, 155 West Granite, Butte, MT, 59701, enclosed in a sealed envelope plainly marked on the outside "Proposal for Butte-Silver Bow URA – Vault Reconstruction – Phase 4.” The envelope shall also be marked with the bidder’s name, address and Montana contractor's registration number. This project consists of installing reconstruction work on four vaults and the sidewalk over the top of the vaults. A complete set of the project manual, drawings and specifications may be furnished or reviewed at Territorial Landworks, Inc. 1817 South Ave West, Suite A, Missoula, Montana (406-721-0142) upon a non-refundable payment of $50.00 (plus shipping) by company check, cashier’s check, or bank money order (cash cannot be accepted). Also, a complete set of the project manual, drawings and specifications may be furnished or reviewed at the Butte Silver Bow URA office, at the address above, upon a non-refundable payment of $50.00 by company check, cashier’s check, or bank money order (cash cannot be accepted). In addition, the project manual, drawings and specifications may also be examined and furnished at the Butte Builders’ Exchange, 4801 Hope Road, P.O. Box 4136, Butte, MT 59702, Ph: (406)-782-5433, Fax: (406)-782-5433, iSqFt® website: http://www.isqft.com. There will be (2) MANDATORY pre-bid conferences at the Butte-Silver Bow Urban Revitalization Agency Office, First Floor, Room 111, Courthouse Building, 155 West Granite Street, Butte, Montana 59701, June 3 and June 10, 2014 at 10:00 AM interested contractors are required to attend. If Contractors cannot attend the June 3, 2014 mandatory meeting, a second pre-bid conference will be held at the same location on June 10, 2014 at 10:00 AM. In order to bid the project, Contractors MUST attend one of these two pre-bid conferences. Questions regarding the project manual, drawings and specifications shall be directed to the Engineer Territorial-Landworks, Inc.; 1817 South Ave West Suite A, PO Box 3851; Missoula, MT 59806. (406) 721-0142 Proposals must be accompanied by cashier's check, certified check, or bank money order drawn and issued by a national banking association located in the State of Montana, or by any banking corporation incorporated in the State of Montana, or by a bid bond or bonds executed by a surety corporation authorized to do business in the State of Montana in the amount of ten percent (10%) of the total bid as a guarantee that the successful bidder will enter into the required contract. The bid security shall identify the same firm as is noted on the bid proposal form. Performance and Payment Bonds will be required of the successful bidder in the amount of one hundred percent (100%) of the aggregate of the proposal for the faithful performance of the contract, and protection of the Butte-Silver Bow Urban Revitalization Agency against liability. Contractor and any of the contractor’s subcontractors doing work on this project will be required to obtain registration with the Montana Department of Labor and Industry (DLI) except as listed in MCA 39-9-211. Information on registration can be obtained from the Department of Labor and Industry by calling 1-406-444-7734. Contractor is required to have registered with the DLI prior to bidding on this project. All laborers and mechanics employed by contractor or subcontractors in performance of this construction work shall be paid wages at rates as may be required by law. The contractor must ensure that employees and applicants for employment are not discriminated against because of their actual or perceived race, color, national origin, ancestry, religion, creed, sex, age, marital or familial status, physical or mental disability, sexual orientation, gender identity or expression, or because of their association with a person or group of people so identified. Successful contractors and vendors are required to comply with City of Butte business licensing requirements. All laborers and mechanics employed by contractors or subcontractors in performance of the construction work shall be paid wages at rates as set out in the bid proposal. Any contract entered into pursuant to this advertisement is subject to all appropriate federal laws, including Title VI of the Civil Rights Act of 1964. The Butte-Silver Bow Urban Revitalization Agency hereby notifies all bidders it will affirmatively ensure that in any contract entered into pursuant to this invitation; disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation. The Disadvantaged Business Enterprises’ contract goals are 0%. In accordance with Section 49-3-207, MCA, and Chapter 9.64, MMC contractors agree that for this contract all hiring will be made on the basis of merit and qualifications and that there will be no discrimination on the basis of actual or perceived race, color, national origin, ancestry, religion, creed, sex, age, marital or familial status, physical or mental disability, sexual orientation, gender identity or expression, or because of their association with a person or group of people so identified, by the persons performing the contract. The Butte-Silver Bow Urban Revitalization Agency reserves the right to waive informalities, to reject any and all bids received , and, if all bids are rejected, to re advertise under the same or new specifications, or to make such an award as in the judgment of its officials best meets the Agency's requirements. No bid may be withdrawn after the scheduled time for the public opening of bids, which is specified above.
