    REQUEST FOR QUALIFICATIONS (RFQ) for PROFESSIONAL CONSULTING SERVICES for the CALVERT ELEMENTARY/CALVERT COUNTRY SCHOOL CO-LOCATED FACILITY PSC # L04004 SUMMARY: Calvert County Public Schools (hereafter referred to as “CCPS”) is requesting qualification packages from qualified architectural firms (hereafter referred to as “A/E”) with proven experience with the Maryland Public School Construction Program to provide educational program development (ed specs), planning, design, bidding and construction administration services for the co-located Calvert Elementary School/Calvert Country facility and associated site improvements. Interested firms shall have demonstrated successful and creative experience in assisting LEAs in educational program development, planning, design, and construction of public K-12 facilities requiring phased while occupied construction on limited and spatially challenged sites. The A/E team and dedicated project managers of the Architectural, Civil, Mechanical, Electrical and Plumbing Engineering disciplines shall demonstrate proven and diverse experience in Construction Manager at Risk delivery, net-zero-ready design, phased project execution, and new utility installations while maintaining existing systems. Designs should incorporate innovative solutions for co-located facilities, integrating creative solutions for shared space usage for diverse programs and their respective occupants, while ensuring cost efficiency. Emphasis should be placed on experience with Special Education facility design. The work shall conform with the educational specifications that will be developed as part of this scope of services, to be approved by the Board of Education of Calvert County, in August 2026. CCPS plans to apply for a feasibility study waiver with the Interagency Commission on School Construction (IAC) for the project, as the existing Calvert Elementary School and Calvert Country School facilities will be repurposed for alternate uses. The early scope of services shall include limited feasibility study work related to net-zero ready capability, overall site usage, and limited traffic study, which would occur as part of the conceptual design/early schematic design phase. The balance of schematic design and subsequent design phases would commence upon planning approval from the IAC, anticipated in FY 2028. POINT OF CONTACT: Pre-Qualification and Proposal Submissions shall be addressed and delivered to: Ms. Shuchita Warner, Director of Planning and Construction Calvert County Public Schools 1305 Dares Beach Road Prince Frederick, Maryland 20678 PRE-QUALIFICATION SUBMISSION REQUIREMENTS: Interested architectural design firms are required to be pre-qualified. As such, three (3) paper copies and one (1) electronic submission on a removable USB “thumb” drive shall be provided. Submittal shall include the following: 1. Letter of Interest – one page maximum. State point of contact with electronic mail address. 2. AIA Standard Form 330 (SF330) – Part I and Part II demonstrating relevant experience in sustainable design, energy modeling, and Net-Zero strategies for public K-12 educational facilities, with a focus on Maryland Public School Construction Projects. The SF330 is required of the Architectural firm and MEP sub-consultant only. PRE-QUALIFICATION DUE DATE: Pre-qualification packages may be mailed, with delivery prior to the Pre-Proposal Meeting; or they may be hand-delivered in person, to Ms. Shuchita Warner, Director of Planning and Construction, at the Pre-Proposal Meeting which will be held at Calvert Country School, at 2:30 pm on Tuesday, December 9, 2025. Questions for the pre-qualification submission shall be directed to Mr. Sheldon Taylor, Supervisor of Finance, Procurement at constructionbid@calvertnet.k12.md.us, with the subject line “L04004 RFQ – Calvert Elementary/Calvert Country Co-located Facility”. Questions and requests for clarifications must be received no later than 4:00 pm on Monday, December 1, 2025. All questions or requests for clarification shall be in writing and sent via electronic mail to the address above. All questions or requests for clarifications will be formally responded to in addenda form and made available through eMaryland Marketplace - eMMA. PRE-PROPOSAL MEETING OVERVIEW: A Pre-Proposal Meeting will be held on Tuesday, December 9, 2025, starting at 2:30 pm at Calvert Country School, located at 1350 Dares Beach Road, Prince Frederick, Maryland 20678. CCPS staff will introduce the specifics of the project and expectations for the RFP submission to interested Architectural and Engineering Firms. Architectural firms may bring their consultants to the meeting if they choose, but consultant attendance is not required. Attendance of the Pre-Proposal Meeting by the prime Architectural firm IS REQUIRED in order to be considered further in the selection process for the Project. CCPS REVIEW AND APPROVAL OF PRE-QUALIFICATION SUBMISSIONS Firms who have successfully submitted their pre-qualification package before, or at the Pre- Proposal Meeting, will be evaluated by CCPS. CCPS reserves the right to reject any prequalification package that is received after the required deadline. CCPS will evaluate the architectural design firm’s pre-qualification submission and provide notification via electronic mail identifying each firm’s pre-qualification status on or before Thursday, December 11, 2025. PROPOSAL SUBMISSION REQUIREMENTS: Five (5) paper copies and one (1) electronic submission on a removable USB thumb drive shall be provided. Hard copy submission and the electronic version of the submission must match and include identical information. Submissions via electronic mail ARE NOT ACCEPTABLE. The submission shall include, but not be limited to the following information: 1. Firm overview, including firm’s history – one page maximum. 2. Firm personnel, with their number of years’ experience at the firm included. Include information as to how Project personnel may or may not change from planning, design, or construction administration stages of the Project. 3. Maryland Public School Construction Program experience with similar projects, particularly those involving Special Needs or comparable facilities. 4. Approach and Methodologies for Planning and Design: a. Experience assisting Local Education Agencies (LEAs) in Maryland with development of general and project specific educational program requirements (ed specs), b. Phased while occupied experience, c. Design of shared spaces in co-located facilities, with an emphasis on creative design solutions that support the diverse needs of all learners, d. Evidence of successful design on tight restrictive building sites, e. Evidence of success in adapting design solutions in reaction to budget and market forces, f. Design team experience with Net-Zero-ready energy design in addition to sustainable design (USGBC or Green Globes™), and g. Prior executed Work utilizing Construction Manager at Risk. 5. Company financial stability (e.g., firm’s debt-to-income, asset and liability information) – three pages maximum. 6. List of the following consultants, with their respective Project Manager(s) who will be used on the Project. a. Site (civil) b. Structural c. MEP d. Kitchen e. Data (low voltage) – if separate consultant from MEP f. Roof and Building Envelope (CCPS requires a separate Consultant for this discipline on Projects of this scale) g. Geo-Technical Engineer/Soil Borings h. Traffic Engineer i. Cost Estimator j. Commissioning Agent k. Sustainability Consultant – if required by A/E Within the information for each Consultant, provide a list of past projects that the Architect has collaborated on. 7. Three (3) Current References – for architectural firm only – one page maximum (higher scoring will be given to Maryland K-12 public education Owner references. 8. Schedule of Fees (i.e., hourly rates, mileage, and other reimbursement rate) – for architectural firm only – one page maximum. 9. Project Design Schedule – Provide a preliminary design schedule that aligns with the proposal milestones outlined in the Project Schedule section. The schedule should demonstrate the A/E team’s strategy for meeting these milestones and include, at minimum, design and review meetings as well as the time allocated for CCPS reviews prior to final submission – one page maximum.
