    Description

    The City University of New York, on behalf of the College of Staten Island, requires comprehensive locksmithing services to be ordered for Incidental Maintenance and Repairs, as well as Emergency Repairs, as indicated in the Project Specifications. Services that the Contractor shall perform include, but is not limited to, the following: • Duplicate keys. Brands include, but shall not be limited to: Best, Emhart, Schlage, Yale, and others; • Maintain mortise locksets/cylinders, combining cores to existing codes and create new cores/codes when needed; • Tighten door hinges and lubricating locksets/cores throughout the year; • Install new or used mortise locksets in new doors; • Open locked desks and file cabinets; • Supply keys for desks/file cabinets; • Alter lockset functions for special applications; • Replace broken or worn lever handles; • Maintain cores/padlocks for perimeter entrance gates for security (mostly freeze protection); • Coordinate new construction projects, including but not limited to: keying, codes with the College’s electronic door/intelligent facility vendor contact, which will be provided upon notification of award; • Repair/replace door panic devices, and maintain, repair and replace door closer fixtures. The College anticipates awarding one (1) contract on the basis of best price, and the term of the agreement shall be for one (1) year, with two additional one (1) year renewal options, for a term of up to three (3) years, contingent on all receipt of all approvals and subject to the availability and appropriation of funds. All work performed under this Contract is subject to the prevailing wage requirements set forth by the New York State Department of Labor under the Building Carpenter title for Richmond County. PRC # 2026015200 has been filed with the NYS DOL, and is included in the IFB as Attachment A. Bidders are advised to read all sections of the solicitation carefully, with emphasis on all terms and conditions. By tendering a response to this solicitation, each Bidder agrees that it accepts all terms and conditions in the package without exception. If a vendor requires clarification on, or seeks to propose an exception to, any of the terms and conditions or requirements contained in the solicitation package, all such requests must be made in writing prior to the Questions Deadline. Proposed exceptions will be evaluated on a case-by-case basis, and determinations will be published in a subsequent addendum. Bidders are not to rely upon an exception agreed to for a prior award to govern the terms of this solicitation – all proposed exceptions must be introduced and incorporated via addendum issued specifically for this solicitation. A Bidder who submits exceptions to the solicitation after the Q&A Period may result in its submittal being deemed non-responsive by the College. The Procurement Lobbying Act (PLA) Applies to this Solicitation. The restricted period began with the publication of this ad. Compliance Procurement Lobbying Act Required Forms: Vendor shall complete, sign and submit the following forms if they are selected. 1. “Offerer’s Affirmation of Understanding of and Agreement pursuant to State Finance Law § 139-j (3) and § 139-j (6) (b)” 2. “Offerer’s Disclosure of Prior Non-Responsibility Determinations and Certification of Compliance with State Finance Law §139-j and §139-k”. Under the requirements of the State Procurement Lobbying Act all communications regarding advertised projects are to be channeled through the College's Purchasing Office (*Designated Contacts). Until a designation is made, communication with any other CUNY employees concerning this project that is determined to be an attempt to influence the procurement may result in disqualification. Contact with the College: Under the requirements of the PLA, all communications regarding advertised projects are to be channeled through the Designated Contact. Communication with respect to this procurement initiated by or on behalf of an interested vendor through others than the Designated Contact may constitute an “impermissible contact” under NYS law and could result in disqualification of that vendor.
