    San Diego State University (University) is requesting proposals from qualified firms to provide an integrated, campus-wide waste, recycling, and composting services designed to advance operational efficiency, regulatory compliance, and the University’s 2025 Climate Action Plan. This RFP requires proposers to submit pricing under both tip-by-weight and fixed pricing structures, optimize hauling routes to reduce greenhouse gas emissions, provide transparent weight-based reporting, and support Zero Waste and long-term materials management planning. The contract establishes a three-year base term with two optional two-year extensions and allows for expansion toadditional campuses and services.Proposals will be evaluated by a University-selected committee, and an award will be made in the best interest of the University. The University may, at its sole discretion, add or modify location(s) after award and retain pricing relative to the areas being serviced.The University reserves the right to modify the contract, including but not limited to the scope of services, performance standards, reporting requirements, and compensation, as necessary to comply with any changes in applicable federal or state statutes, regulations, executive orders, or regulatory interpretations occurring after the solicitation is issued and/or during the contract term. Any such modifications shall be subject to mutual written agreement of the parties.
