    Description

    Battery Park City Authority d/b/a Hugh L. Carey Battery Park City Authority ("BPCA") requests proposals (individually a "Proposal" and collectively the "Proposals") from software vendors (individually a "Proposer" and collectively the "Proposers") to provide BPCA with capital expenditure tracking and reporting and bond fund drawdown management software and implementation services (Scope A) and/or investment reconciliation and reporting software and implementation services (Scope B). Proposers may submit a Proposal for Scope A, Scope B, or both Scopes. Scope A and Scope B services shall include, but not be limited to, the following: • Scope A: Capital Expenditure Tracking and Reporting and Bond Fund Drawdown Management. Scope A services shall include, but not be limited to: (1) capital expenditure tracking and reporting, including multi-year budgeting, funding source management, work order and allowance tracking, amendment tracking, real-time cost visibility, and configurable report generation by fund, project, fiscal year, and expenditure type; and (2) bond fund drawdown management, including tracking of bond disbursements, timing, and restrictions, drawdown request processing, approval workflows, historical drawdown reporting, and bond fund sustainability reporting. • Scope B: Investment Reconciliation and Reporting. Scope B services shall include, but not be limited to: investment reconciliation and reporting, including portfolio management, trade entry and approval workflows, reconciliation of positions and transactions against custodial and advisor records, interest income tracking, book versus market valuation, and GASB-compliant footnote generation. For both Scopes, services shall further include integration with BPCA's current general ledger system (Microsoft Dynamics GP) and its future successor ERP platform, including bidirectional data flows, scheduled imports and exports, and audit-ready logging. A detailed scope of work for which the selected Proposer will be responsible is attached as Exhibit A (the “Work”). Addenda, if any, will be posted to BPCA’s website. All Proposals must meet the requirements listed in the RFP. Restricted Period: Proposers are restricted from making contact with anyone other than the Designated Contacts (identified below) during the period from the time of publication of this advertisement through approval of the procurement contract by BPCA (the “Restricted Period”). Employees of BPCA are required to record certain contacts during the Restricted Period, including, but not limited to, any oral, written or electronic communication with a governmental entity under circumstances where a reasonable person would infer that the communication was intended to influence the governmental entity’s conduct or decision regarding the governmental procurement, and to make a determination of responsibility based, in part, upon any such contact. Failure to abide by this process may result in a finding of non-responsibility.
