    CITY OF LAKE CHARLES, LOUISIANA SOUTHERN SEWER LOOP GULF HIGHWAY LIFT STATION FORCEMAIN & GRAVITY EXTENSION CITY OF LAKE CHARLES CAPITAL PROJECT NUMBER CP3242 I. Background: Waggoner Engineering, Inc. (Engineer) was retained by the City of Lake Charles to evaluate a solution to a significant bottleneck occurring at the Sarver Lift Station, which serves as the main anchor station to WWTP ‘D’. Through the evaluation, the station was found to be grossly undersized to accommodate peak weather conditions, much less, expansive growth in its collection area. Due to significant costs and physical constraints associated with expanding the Sarver Lift Station and its collection system, an alternate solution was proposed to redirect flows from the Sarver Lift Station’s service area into an independent transmission system, that would deposit flow downstream of the Sarver Lift Station. The system would serve not only to divert flow from the service area of the Sarver Lift Station, but also, provide adequate capacity to collect flows from presently unserved areas. The full extent of the transmission system will be constructed in phases to expedite completion and reduce capital expenditures of initial construction. Incoming flow will trigger progression into the successive phases of the proposed improvements. Therefore, completion of the transmission system will be controlled by its necessity (i.e. increase in flow either through growth or extension of collection infrastructure). II. Project Scope of Work: Design of approximately 13,500 linear feet of 30/36-inch sewer forcemain from the Gulf Highway Lift Station (Contract ‘B’) to Nelson Road. Project shall conclude at the junction point with Segment 1 and Segment 2 (both by Others) of Phase I of this Project. Design services shall be as per the City of Lake Charles A&E Manual.
