The Transportation Council is issuing a request for proposals (RFP) from qualified firms or individuals to undertake the Capital Region Resilience Improvement Plan. Resilience is one of the core goals of In Motion, the long-range metropolitan transportation plan for the Capital Region. The region’s transportation infrastructure faces hazards posed by extreme weather events and natural disasters. This plan will prepare a risk-based vulnerability assessment of the region’s transportation infrastructure using the methodology outlined by the PROTECT Program guidance. The plan will identify hazards that face the region, identify vulnerable infrastructure, prepare a project prioritization using the risk-based framework, and develop project concepts and strategy recommendations. The study is being funded by the Transportation Council through the Transportation Council’s 2026-2027 Unified Planning Work Program and 2025-2030 Transportation Improvement Program. The study has a fixed budget of $200,000 for consultant services. The Transportation Council will administer the consultant contract and manage the study. The Transportation Council would like to see this study completed within twelve (12) calendar months from the date of contract execution; however, alternate timelines may be considered depending on the specific schedule and scope of work proposed.
