    Request for Proposals Capital Region Superload Corridors Plan issued by Capital Region Transportation Council Albany, N.Y. January 23, 2026 The Capital Region Transportation Council (Transportation Council) is the designated Metropolitan Planning Organization (MPO) carrying out federal requirements for cooperative transportation planning and programming in Albany, Rensselaer, Saratoga, and Schenectady Counties (except for the Town of Moreau and the Village of South Glens Falls) in New York State. The Transportation Council is issuing a request for proposals (RFP) from qualified firms or individuals to undertake the Capital Region Superload Corridors Plan. This study is proposed to identify projects that will address constraints to superload freight load movement within New York’s Capital Region. Superload manufacturers are important economic drivers within the Capital Region and facilitating the movement of their products to customers and intermodal facilities within and outside of the Region is vital to their success. The study is being funded by the Transportation Council through the Transportation Council’s 2026-2027 Unified Planning Work Program and 2025-2030 Transportation Improvement Program as part of the Transportation Councils Freight Planning efforts. The study has a fixed budget of $250,000 for consultant services. The Transportation Council will administer the consultant contract and manage the study. The Transportation Council would like to see this study completed within nine (9) calendar months from the date of contract execution; however, alternate timelines may be considered depending on the specific schedule and scope of work proposed.
