    The Capital Area Regional Tolling Authority (CARTA) is issuing solicitation FY26-19-RFP-CAR for Roadside Toll System Integration, Operations & Maintenance.

    Evaluation Criteria

    • Qualifications of the Firm (15 pts)

      Qualifications to be evaluated include, but are not limited to: experience in performing work of a closely similar nature; experience working with tolling authorities or similar public agencies; record of completing work on schedule; strength and stability of the firm; technical experience and strength and stability of proposed subcontractors; experience of the Key Personnel; and assessments by client references. 

    • Technical Solution and Project Implementation Approach (40 pts)

      In answering the questions regarding the Scope of Work, the Proposal should demonstrate: architecture, hardware, and proposed software functionality to meet Project requirements; a clear grasp of the challenges of the Project and methods to address those challenges; understanding of both the technical and implementation risks of the SOW and strategies to address those risks; a demonstration of project management concepts and their application to the SOW, including making and keeping a project schedule, coordinating with stakeholders and communicating with CARTA; and excellence in quality control including a complete test program. 

    • Warranty and Operations & Maintenance Approach (30 pts)

      Proposers should demonstrate an understanding of the services provided during the separate Warranty and Operations & Maintenance Period, and articulate an approach to ensure that the RTS functions correctly, with detailed information on how timely repairs, updates, or other tasks are accomplished 

    • Cost Proposal (15 pts)

      Cost proposals will be evaluated based on the combined total cost of implementation, Warranty and Operations & Maintenance.

      The complete proposal must be uploaded as one PDF document, including all required proposal elements and forms, except for the Cost Proposal. The Cost Proposal must be submitted separately as both a PDF file and an Excel file.
