I. GeneralThe scope of services under this RFP includes post-disaster catering and support services for major storm restoration activities (the Services).GEC will activate the MSA through a Notice to Proceed, Task Order, or Task Release (Authorization) with the specific details of the work, including exact locations within its territory requiring assessments. Services• Depending on the severity and the most impacted areas, GEC will have two (2) staging locations approximately 40 miles apart. North location: Lake Placid, FL South Location: Moore Haven, FL• Post-storm catering services to supply breakfast (buffet style), lunch (to go) and dinner (buffet style) for 150-300 electric utility workers in post-disaster environment;• Catering Requirements:o Kitchen and Catering (must have backup source of power in the event there is no electricity)o Hot Mealso Box Luncheso Refrigeration for foodo Dining Facilities (with or without A/C)• Catering Optional Serviceso Infield deliveries• Must include, but not limited to, drinks, flatware, paper goods and other necessary supplies;• Please list all other services that will be included, or available, with your services (i.e. tent, lights, etc.);• The provider will need to track meals served for quantity and who the meal was served to so compliance with various regulatory requirements can be maintained;• Work may not be subcontracted with the exception of renting tables, chairs, tents, as needed;• Participation in meetings with key stakeholders;• Contractor shall have the ability to mobilize within 24-48 hours of Authorization and provide all services 24-hours a day, seven (7) days a week, including holidays (if requested) for the term of the Contract.• Contractor shall perform all requested activities in accordance with local, State, and Federal law, including those imposed by FEMA, FDEM, the Federal Aviation Administration, and any other State or Federal agencies.Contract TermsIn addition to compliance with applicable Federal, State, and local rules and regulations, Contractor must also comply with the MSA and the terms and conditions in the Authorization, which will dictate the anticipated effort needed to complete the Services and include applicable terms and conditions for the Services.Fee StructureGiven the uncertain nature of the quantity of work required and the percentage of service territory that will be impacted by the disaster, Contractor will have a time and materials fee structure at the rates proposed in response to this RFP. All hourly rates are to include labor costs, fringe benefits, hand tools, supervision, transportation, and all other applicable costs not separately provided for in the Price Proposal form.Documentation Management & SupportContractor shall provide data management and support as a part of the Services, including use of a compatible system for clearly tracking and documenting all elements identified above. Contractor must also substantiate its costs. Contractor must maintain all records pertaining to work performed consistent with the requirements set forth in the MSA and Authorization. Contractor shall submit a report by close of business each day with, at a minimum, the following information:• Contractor’s Name;• Contract Number;• Daily and cumulative hours for personnel, by position, if appropriate;• Other operational and complaint tracking information, as requested.Failure to provide audit quality information by 5:00 p.m. of the following day of operation may result in financial penalty to the Contractor.
