    You are hereby invited to submit a proposal for Vanpool & Fleet Services. This document specifies information required to submit a proposal and explains the selection process and required documentation for submitting qualifications for this project.All Proposals must be received by CATA no later than Thursday, February 12, 2026, at 3pm (EST).Solicitation documents are available at no cost on PennBid (https://pennbid.net) When two or more firms desire to submit a single proposal in response to this RFP, they should do so on a prime-subcontractor basis rather than as a joint venture.All applicable federal and state regulations and requirements, including but not limited to third-party contracting provisions, apply to this solicitation.All questions or requests for clarification must be received via the “Clarifications” feature in PennBid no later than 3:00 p.m. (EST) on Thursday, January 29, 2026. Questions will be publicly answered on the PennBid clarifications page.Proposals will be accepted electronically via PennBid until 3:00 p.m. (EST) on Thursday, February 12, 2026. Proposals received by any other means, or after this date and time will not be considered.
