In general, the scope will include the complete renovation of the bandshell and exterior site improvements. This project is a Multi-Prime Contract and includes General Construction Work, Mechanical Construction Work and Electrical Work. (Scope and major elements of work)Plans, specifications, information for bidders and forms for proposals may be obtained or examined Online via PENNBID.Bids will be revealed via the PennBid website (https://pennbid.bonfirehub.com) and opened via PennBid in CEDA’s office.The Successful Bidder Who Is Awarded The Contract, Will Be Required To Pay “PennBid” A Fee Of 0.0033% (⅓ of 1 percent) up to $5,000 Of The Contract Award Value.All interested parties must submit questions via PennBid website (https://pennbid.bonfirehub.com/login) by the posted deadline. Bidders are not permitted to contact the Engineer or CEDA/City staff directly.There will be a non-mandatory walk-through on Friday, March 13, 2026 at 10:00 AM. Interested proposers will meet onsite at Chester Park, 298 E. Elkington Boulevard, Chester, PA 19013. Bidders may register for the meeting on the PENNBID Program.Bidders are required to submit a surety in the form of a bond or equivalent meeting 10% of the overall bid price in compliance with the contract documents. Bid bonds will be returned to the non-awarded bidders upon the execution of the contract. The successful Bidder shall also be required to provide a Performance Bond in an amount of one hundred percent (100%) of the Contract amount within ten (10) calendar days of receipt of written notice of acceptance of the Bid.The Bidder's attention is called to the fact that this project is assisted with federal funds, and various federal requirements apply as noted in the bid documents, including but not limited to equal opportunity provisions and Davis-Bacon and Related Acts. Davis-Bacon Provisions are applicable for all contracts over $2,000 in HUD funds. The Section 3 Final rule threshold requirements apply for contracts over $200,000 in HUD Funds.
