    ADVERTISEMENT FOR BIDS CDBG DEMOLITION CONTRACT NO. 54 CITY OF CHESTER, PA NOTICESealed bids will be received, publicly opened and considered by Chester Economic Development Authority on February 19, 2026, 10:00 a.m. EST AT ONLINE VIA PENNBID for CDBG Demolition Contract No. 54 and on site at Chester City Hall, 1 Fourth Street, Chester, PA 19013.The scope of work includes scattered site demolition of various properties within the City of Chester. More specifically, the contractor will be required to completely remove the structure and site features for the properties scheduled for demolition. Additionally, work will include utility disconnects, common wall restoration, obtaining building permits and concrete restoration.Plans, specifications, information for bidders and forms for proposals may be obtained or examined Online via PENNBID. There is no physical public bid opening for this project, bids will be revealed via the PennBid website. (https://pennbid.bonfirehub.com).The Successful Bidder who is awarded the Contract Will Be Required To Pay “PennBid” A Fee Of 0.0033% (⅓ of 1 percent) up to $6,000 Of The Contract Award Value.All interested parties must submit questions via PennBid website (https://pennbid.bonfirehub.com/login) by the posted deadline. Bidders are not permitted to contact the Engineer or staff directly.Bidders are required to submit a surety in the form of a bond or equivalent meeting 10% of the overall bid price in compliance with the contract documents. Bid bonds will be returned to the non-awarded bidders upon the execution of the contract. The successful Bidder shall also be required to provide a Performance Bond in an amount of one hundred percent (100%) of the Contract amount within ten (10) calendar days of receipt of written notice of acceptance of the Bid.The Bidder's attention is called to the fact that this project is assisted with federal funds, and various federal requirements apply as noted in the bid documents. Pennsylvania Prevailing Wage requirements are applicable to this Contract.
