NOTICE OF ADVERTISEMENT FOR BIDS:Grace Manor Infrastructure Improvements – Phase 1Public notice is given that sealed bids/proposals will be received online via the PennBid Program by the Chester Economic Development Authority by Tuesday, April 21, 2026 until 10:00 AM prevailing time.Grace Manor Infrastructure Improvements – Phase 1 – The project includes infrastructure improvements that will support the future construction of twenty-one residential dwellings. Proposed improvements include concrete curb, concrete sidewalk, driveway aprons, asphalt roadways, asphalt alleyways, street signs, stormwater management inlets, stormwater pipes, sanitary sewer main, sanitary sewer laterals, water main, and water line connections.Bidders are required to submit a surety in the form of a bond or equivalent meeting 10% of the overall bid price in compliance with the contract documents. Bid bonds will be returned to the non-awarded bidders upon the execution of the contract. The successful Bidder shall also be required to provide a Performance and Payment Bonds in an amount of one hundred percent (100%) of the Contract amount within ten (10) calendar days of receipt of written notice of acceptance of the Bid.Bids will be revealed via the PennBid website and opened via PennBid publicly at the bid opening.The Successful Bidder Who Is Awarded The Contract, Will Be Required To Pay “PennBid” A Fee Of 0.0033% (⅓ of 1 percent) up to $5,000 Of The Contract Award Value.All interested parties must submit questions via PennBid website (https://pennbid.bonfirehub.com/login) by the posted deadline. Bidders are not permitted to contact the Project Engineer or staff directly.The Bidder's attention is called to the fact that this project is assisted with federal funds, and various federal requirements apply as noted in the bid documents, including but not limited to equal opportunity provisions and Davis-Bacon and Related Acts. Davis-Bacon Provisions are applicable for all contracts over $2,000 in HUD funds. The Section 3 Final rule threshold requirements apply for contracts over $200,000 in HUD Funds. Additionally, this project is subject to BABA project requirements which establish guidelines for using American-made materials in federally funded projects. The Contract Documents contain all pertinent regulations. Award of the contract will be to the lowest responsible bidder.
