    Sealed bids will be received electronically through PennBidTM by Chester Heights Borough for 2026 Road Program, until 10:00 AM, prevailing time, on the 2nd day of April 2026 at which time they will be opened and the bid results posted. All documents and solicitation details are available online anytime at no cost at PennBidTM (www.pennbid.bonfirehub.com). The successful bidder who is awarded the contract, will be required to pay “PennBID” a fee of 1/3% or a minimum $150 of the contract award value.Each bid must be accompanied by a certified check or bid bond payable to the Owner in an amount of not less than ten percent (10%) of the bid or bids. Only bonds from companies licensed to do business in the State where the Owner is located will be accepted and the bond shall so state same.This project involves asphalt milling, superpave wearing course installation, superpave base repair, asphalt leveling, and appurtenant work.This project is subject to prevailing wage rates in accordance with Pennsylvania Department of Labor and Industry. Prospective bidders must be pre-qualified with PENNDOT in accordance with Section 102.01 of PENNDOT Publication 408 – Specifications, latest edition thereof. Liquidated damages apply at the rate of $885.00 per calendar day.Bids must be submitted unconditionally. No bidder may withdraw bid within SIXTY (60) days after the scheduled closing time for receipt of bids.The Owners reserve the right to waive any informalities, or to reject any or all bids.
