    Description

The City seeks professional engineering consulting services to evaluate, develop, and design a pedestrian crossing improvement along Citrus Avenue between the north and south campuses of Redlands High School.Redlands High School operates two campuses located on opposite sides of Citrus Avenue. Throughout the school day, hundreds of students, faculty, and staff cross Citrus Avenue between class periods. Although the crossing is currently controlled by pedestrian-activated traffic control measures, conflicts between pedestrians and vehicular traffic continue to occur. The existing at-grade crossing presents safety concerns due to high pedestrian volumes, driver inattentiveness, traffic delays, and operational impacts to emergency response vehicles. The City desires to evaluate grade-separated crossing alternatives that improve pedestrian safety, maintain traffic operations, and provide a long-term transportation solution. The primary objectives of the project are to:• Improve pedestrian safety for students, faculty, and staff crossing Citrus Avenue.• Reduce vehicle-pedestrian conflicts along the corridor.• Minimize traffic congestion and operational delays caused by frequent pedestrian crossings.• Improve emergency vehicle access and response times.• Enhance bicycle and pedestrian connectivity between the two campuses.• Develop a constructible and financially feasible grade-separated crossing solution.
