The City of Bedias will receive bids for furnishing all plant, labor, materials, and equipment and performing all work required for the City of Bedias Hurricane Harvey Reallocation, GLO Contract NO. 24-074-005-E288 until 2:00 PM on Thursday, June 11, 2026 at Quiddity Engineering, LLC, 1862 Rock Prairie Road, Suite 200, College Station, Texas 77845. Bids must be addressed to: Gwen Boullion, Mayor. The bids will be publicly opened and read aloud at the time bids are due.
Bids are invited for furnishing and place cement for gravel base stabilization, gravel base material, prime oil, hot mixed asphalt concrete pavement, 2 course surface treatment, type R stone riprap, in the City of Bedias, Texas.
Bid/Contract Documents, including Drawings and Technical Specifications are available at www.civcastusa.com.
An original of the bid shall be submitted in a sealed envelope upon the blank form of proposal furnished. Sealed envelopes shall be marked in the upper left-hand corner as follows:

A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid [for those contracts that exceed $100,000]. A certified check or bank draft payable to the City of Bedias or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.
The project to be constructed will be financed with assistance from the General Land Office (GLO) under the U.S. Department of Housing and Urban Development Community Development Block Grant – Disaster Recovery (CDBG-DR) program and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than, the federally determined prevailing Davis-Bacon and Related Acts wage rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin. Adherence to the City of Bedias Section 3 Policy is required for all contracts.
All contractors/subcontractors must not be debarred, suspended or otherwise excluded from or ineligible for participation in the System for Award Management (SAM.gov). And an active SAM Registration through SAM.gov is required to be considered eligible to work on this project.
The City of Bedias reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by City of Bedias for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award.
