City of Bellaire - RFQ - Pavement Condition Analysis

The Bellaire Pavement Conditions Analysis is a study of the condition of all City-maintained roadways. This city-wide pavement assessment is conducted to collect information about the condition of the City’s pavement. This assessment will include pavement condition; information related to curb and gutter; ADA ramps; sidewalks; and pavement markings. Once this data is collected, the City’s street infrastructure inventory is updated, which includes condition ratings. Pavement condition ratings are based on the American Society Testing Material (ASTM) standards, which have been adopted by the American Public Works Association (APWA). These ratings are then used to schedule roadway repairs throughout the City.

 

This project would provide pavement conditions on all Bellaire roadways to inform the development of a rehab plan of prioritized road maintenance and reconstruction projects. These projects will ensure that the roadways are in good condition and can facilitate the easy movement of goods and people. The road reconstruction projects would also include drainage improvements, improving the resiliency of the roadway to flooding.

 

The planning effort must include the following three tasks but may propose its recommended approach to achieving the overall goals of the scope of work.

1. Development of Project Management Plan and Project Schedule
2. Existing Conditions Assessment and Data Collection
3. Recommendations
