    Description

    The Bellaire Traffic Signal Timing Optimization Program is a study and implementation program. This program will gather and analyze data of existing travel times and traffic signal timing; perform field observations; develop optimized traffic signal timing plan with optimized time-space diagrams and offset/split tables; research, analyze, recommend, procure, and install traffic signal timing optimization software that can be integrated into Bellaire Traffic Management Center; implement optimized traffic signal timings in the field; analyze and fine-tune optimized signal timings in the field; gather and analyze data of optimized travel times and traffic signal timing after implementation; benefits analyses, technical analyses, and evaluation of the traffic signal optimization program, implementation, and provide final results.

     

    The purpose of this project is to develop and implement a traffic signal optimization program for the City’s signaled intersections that allows for consistent local management and optimization of traffic signal timing. Optimized signal timing will provide better travel times for consumers throughout the community, improve progression for each of the major corridors in the City, reduce consumer fuel consumption, reduce pollution, increase efficiency of the City’s existing signal network, and optimize the City’s existing assets. This project will allow the City to efficiently manage and use the existing infrastructure and create consistent and achievable goals.

     

    The planning effort must include the following four tasks, but may propose its recommended approach to achieving the overall goals of the scope of work.

    1. Development of Project Management Plan and Project Schedule
    2. Existing Conditions Assessment and Data Collection
    3. Recommend, procure, and install traffic signal timing optimization software that can be integrated into Bellaire Traffic Management Center
    4. Analyze and provide a final report on the implemented traffic signal optimization software.
