    Sealed proposals for furnishing and delivering the following items and/or services for the City of Erie will be received online via the PennBid Program until 2:00 PM prevailing time, on June 2, 2026:Disinfection Reliability ImprovementsContract 8A - General Construction Contract 8B - Electrical Construction Contact 8C - HVAC ConstructionThe Work generally includes improvements to the chlorine storage room and chlorine feed room including replacement of all chlorine evaporators and vacuum chlorinators, electrical work to accommodate new and existing equipment, SCADA system modifications including new PLC, remote I/O and HMI modifications, replacement of HVAC equipment and related improvements. An alternative bid for the addition of a chlorine scrubber and related work is included. The foregoing description shall not be construed as a complete description of all work required.Bidding documents are available online at no cost at: https://pennbid.bonfirehub.com/portal/?tab=openOpportunitiesDisadvantaged Business Enterprise (DBE) Program contractors, including MBE’s and WBE’s, are encouraged to submit bid proposals. This project is being federally funded by EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 33, through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process.Bidders shall comply with the MBE and WBE Policy of the City of Erie.Each bid must be accompanied by a bid bond, qualification statement and other documents as described in the Bid Documents. Prevailing wage rates for all trades and occupations involved in the Work shall be in accordance with the Prevailing Wage Rate Determination issued Davis Bacon Wage Rate Determinations included in the Bid Documents.Bidders are cautioned as follows: By signing this bid, the bidder will be deemed to have signed and agreed to the provisions of the “Certification of Nonsegregated Facilities” in this solicitation as required by 41 C.F.R. Part 60-1.8.The work for this project is subject to federal provisions including “Use of American Iron and Steel” requirements as contained in Section 436 of H.R. 3547, The Consolidated Appropriations Act, 2014, and the Build America, Buy America Act ("BABA") of the Infrastructure Investment and Jobs Act (“IIJA”), P.L. No. 117-58, §§ 70901-52.The City reserves the right to reject any or all bids, to waive irregularities and technicalities, to re-advertise, or to proceed to provide the services otherwise in the best interest of the City.
