REQUEST FOR QUALIFICATIONS (RFQ-2026-002)

Engineering Services – Four-Way Stop Intersection Signalization and Safety Improvement Project

(Gateway Boulevard & CR 212)

The City of Forney has received a Texas Community Development Block Grant (TxCDBG) award from the Texas Department of Agriculture (Award # CDV 25-0252).  The City is soliciting Statements of Qualifications from qualified Engineering Firms to provide professional services for the design of a Four-Way Stop Intersection Signalization and Safety Improvement Project located at Gateway Boulevard & CR 212 within the City of Forney.

Scope of Services to include preparation of preliminary and final design plans and specifications, permitting, bid phase assistance, construction administration, inspections, and TxCDBG compliance documentation.

This procurement will be conducted in accordance consistent with the Texas Professional Services Procurement Act (Qualifications-Based Selection), federal procurement best practices under 2 CFR Part 200, and TxCDBG requirements. Fee proposals shall not be submitted at this time. The City will select the most qualified firm and negotiate a fair and reasonable fee.

All questions are required to be asked and answered through the posting on the CivCast website.

Sealed qualifications must be received no later than April 07, 2026, at 2:00 PM CST. Submit to: City of Forney Finance Department, 402 N. Bois d’Arc, Forney, TX 75126.  Proposals may also be mailed to the City of Forney, P.O. Box 826, Forney, TX 75126. Sealed proposals will be opened on April 07, 2026, at 2:00 PM CST at 402 N. Bois d’Arc, Forney, Texas.

The contract award is contingent upon City Council approval.
