In general, the work under this contract consists of furnishing all labor, materials, equipment, and incidentals for installation of two (2) bar screens, screenings washer compactors, slide gates, and concrete channel work within the existing screen house at the South Train of the City’s AWWTP. The Project involves 2 prime contracts: 1) General Construction and 2) Electrical. All documents and solicitation details are available online at no cost on PennBid- http://pennbid.bonfirehub.com.The successful bidder shall be required to comply with all applicable laws protecting individuals from discrimination.The Project and contract are subject to certain requirements, including to make payment of certain minimum salaries and wages and compliance with all provisions of the Steel Products Procurement Act, and other applicable requirements of federal and state law as specifically set forth in Article 26 of the Instructions to Bidders.Additionally, the Project will be funded in whole or part with federal monies obtained by PENNVEST from the U.S. Environmental Protection Agency, awarded by PENNVEST to the City though the Drinking Water State Revolving Loan Fund carrying a Catalog of Federal Domestic Assistance (CFDA) number of 66.468.The City will determine who is the lowest responsible bidder upon the basis of the bids submitted. The lowest responsible bidder need not be the bidder submitting the lowest dollar amount. The City may consider the quality of services supplied, responsiveness of the bidder, past performance of the bidder, compatibility of the bidder’s processes with other City services and the bidder’s ability to handle the volume of work proposed. Further, consideration will be given to such matters as contractor integrity, compliance with public policy, record of past performance, and financial and technical resources as specifically set forth in the Instructions to Bidders.The City reserves the right to reject the bid of any bidder not possessing satisfactory qualifications.The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. The City also reserves the right to waive technical defects if in its judgment, the interest of the City shall so require. The City further reserves the right to waive any informalities in the bids received and reject any or all bids for any reason whatsoever. Included in its right to reject bids, is the right for the City, in its sole discretion, to reject bids which are deemed by the City to be incomplete, conditional, or obscure, or which contain additions, erasures, alterations, omissions or irregularities of any kind.
