Superpave asphalt, wear course, PG 64-22 <0.3 mil ISALS, 9.5 MM mix, 1.5” depth, SRL-L, 50 T 5. Sealant material at all curblines, joints, seams, manholes, and all other pavement penetrations. Ensure proper tie-ins at all adjacent street seams 6. Base repair in some areas may be required. These areas will be identified during site walk/ preconstruction meeting. Estimate approximately 20-30 syds.A certified check or bank draft, payable to the order of the City of Lebanon, Negotiable U.S. Government Bonds (at par value), or a satisfactory bid bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total bid shall be submitted with each bid. Bids must be submitted unconditionally. No bidder may withdraw sixty (60) days after the scheduled closing time for receipt of bids. Attention is called to the fact that there is a requirement for minimum salaries and wages to be paid on this project, and that the contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. This project is financed in whole or in part through Pennsylvania Liquid Fuels funding and shall be completed in accordance with all applicable Pennsylvania Department of Transportation (PennDOT) standards, specifications, publications, and regulations governing the use of Liquid Fuels Tax Fund monies. This project is subject to the Pennsylvania Prevailing Wage Act, Act 442 of 1961, as amended. Contractors shall pay not less than the minimum wages as determined by the Pennsylvania Department of Labor & Industry for each classification of work performed on this project. Contractors and subcontractors shall comply with all applicable provisions of the Pennsylvania Prevailing Wage Act and shall submit certified payroll records upon request of the City of Lebanon. All materials, workmanship, traffic control, and construction methods shall conform to the current edition of PennDOT Publication 408 Specifications, unless otherwise specified within the contract documents. Quantities listed within the bid documents are estimated only and are provided for bidding purposes. Final payment quantities shall be based upon actual field measurements and verified quantities completed and accepted by the City of Lebanon. The Contractor shall be responsible for all maintenance and protection of traffic in accordance with PennDOT Publication 213 and applicable MUTCD standards. All required traffic control devices, flagging operations, signage, and pedestrian accommodations shall be incidental to the contract unless otherwise noted.Contractors and subcontractors performing work on this project shall comply with the Pennsylvania Public Works Employment Verification Act (Act 127) and all applicable federal, state, and local laws and regulations. The contract will be awarded to the lowest responsible bidder, but the City of Lebanon reserves the right to accept or reject any or all proposals submitted. Bids may be held by the City of Lebanon for a period of fifteen business days (15) from the date of bid opening June 22, 2026 for the purpose of reviewing the Bids and investigating the qualifications of the Bidders, prior to the awarding of the Contract. Contractor will have 45 calendar days from the date of the notice to proceed to complete the work. Contract shall be awarded NLT June 26, 2026. All work shall be completed no later than (NLT) Sept 1, 2026 with all pertinent project completion paperwork submitted for processing NLT July 3,2026. The City of Lebanon has established minimum levels of participation for minority and women business enterprise (MBE/WBE) for each project in each bid category to be used solely as a guide in determining bidder responsibility. The minimum participation level for MBEs is 5% and for WBEs is 3%. The bidders must submit documentary evidence of minority and women business enterprises who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the bid. Those bids submitted without documentation will be considered incomplete and are subject to rejection. The City of Lebanon in accordance with Title VI if the Civil Rights Act of 1964, 78 Stat, 252,42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A. Office of the Secretary, Part 21, Non-discrimination in federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notified all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on grounds of race, color or national origin in consideration for an award.
