It is the City’s intent to secure such debt collection services in a manner that maximizes recovery and minimizes the City’s out-of-pocket expenditure. This objective shall be achieved without negative exposure to the City and with careful consideration of consumer’s rights. The term of the contract will be for a three-year period, with the potential of a one to two year written extension upon mutual agreement.
