    • PROJECT INFORMATION
      1. Notice to Bidders: Prequalified bidders may submit bids for project as described in this Document. Submit bids according to the Instructions to Bidders.
        1. Regulatory Requirements: All applicable laws and regulations of the State of Texas and City of Sulphur Springs shall govern submittal, opening, and award of bids.
      2. Project Identification: Sulphur Springs City Hall Phase
        1. Project Location: 201 N. Davis St., Sulphur Springs, TX
      3. Owner: City of Sulphur Springs,
        1. Owner's Representative: Shawn Fort / Tory Niewiadomski (903-885-7541).
      4. Architect: BRW Architects, 3535 Travis St, #250, Dallas, TX
      5. Project Description: Project consists of 18,600 sq. ft. addition to and limited interior renovations of the existing City Hall. Owner (City of Sulphur Springs) to provide landscaping and related irrigation installation.
      6. Construction Contract: Bids will be received for the following Work:
        1. General Contract (all trades).

    1.02           BID SUBMITTAL AND OPENING

    1. Owner will receive sealed lump sum bids until the bid time and date at the location given below. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:
      1. The contractor shall identify his sealed bid by writing the Project Identification, as indicated above, on the outside of the envelope.
      2. Bid Date: May 4, 2026.
      3. Bid Time: 10:00 AM local
      4. Location: 125 Davis St., Sulphur Springs, TX 75482.
    2. Sealed bids shall be accompanied by a bid bond from a reliable surety company in an amount not less than five (5) percent of the total maximum bid price payable without recourse to the City of Sulphur Springs, as a guarantee that the bidder will enter into a contract and execute Performance Bond within ten (10) days after notice of award of contract to him.
    3. Bids will be thereafter opened in the presence of the bidders and read

    1.03           BID SECURITY

    1. Bid security shall be submitted with each bid in the amount of five (5) percent of the bid amount. No bids may be withdrawn for a period of sixty (60) days after opening of Owner reserves the right to reject any and all bids and to waive informalities and irregularities.

    1.04           PREBID MEETING

    1. Prebid Meeting: A Prebid meeting for all bidders will be held at 201 N. Davis Street on April 14th at 10:00 a.m., local time. Prospective prime bidders are required to attend.

      3. The last day to submit questions on CIVCAST will be April 24th, 2026.

    1.05           DOCUMENTS

    1. Online Procurement and Contracting Documents: Obtain access by contacting CIVCAST (www.civcastusa.com).

    1.06           TIME OF COMPLETION AND LIQUIDATED DAMAGES

    1. Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time. If required, liquidated damages shall be assessed in the amount of $750.00 per day necessary to achieve Substantial Completion beyond the date set forth in the Owner-Contractor Work is subject to liquidated damages.

    1.07           BIDDER'S QUALIFICATIONS

    1. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.
    2. The right is reserved as the interest of the City may require the rejection of any and all proposals and to waive any informality in proposals received.
