Evaluation of the Proposer’s demonstrated experience in providing grounds maintenance, landscape maintenance, plant maintenance, fertilizer application, and related services for governmental entities, commercial properties, parks, athletic facilities, or similarly sized and complex facilities. Consideration may include the Proposer’s years of experience, quality of services provided, references, past performance, history of contract compliance, ability to maintain schedules, and experience managing multiple locations and service groups simultaneously.
Evaluation of the qualifications, certifications, experience, and technical expertise of the Proposer’s proposed key personnel, supervisors, project managers, and staff assigned to perform the Services. Consideration may include applicable licenses and certifications, experience with fertilizer and herbicide application, knowledge of Florida landscaping and horticultural practices, safety training, and the organizational structure proposed for managing the Contract.
Evaluation of the Proposer’s overall approach, methodology, and understanding of the Services required under this Solicitation. Consideration may include the Proposer’s maintenance approach, quality control procedures, scheduling practices, communication methods, responsiveness to service requests, storm preparation and recovery procedures, equipment utilization, and ability to maintain the City’s facilities, parks, and landscaped areas in a safe, clean, healthy, and aesthetically pleasing condition.
Evaluation of the Proposer’s ability to provide adequate staffing, equipment, vehicles, tools, materials, and other resources necessary to successfully perform the Services. Consideration may include the condition and availability of equipment, backup resources, operational capacity, response capability, and the Proposer’s ability to provide uninterrupted services throughout the term of the resultant Contract.
Evaluation of the Proposer’s financial stability and capacity to successfully perform the Services throughout the term of the resultant Contract. Consideration may include the Proposer’s financial resources, organizational stability, years in business, evidence of financial solvency, ability to sustain operations, and overall capability to support staffing, equipment, materials, and operational demands associated with the Services requested under this Solicitation.
Evaluation of the Proposer’s proposed pricing for the Services requested under this Solicitation. Pricing may be evaluated for reasonableness, competitiveness, completeness, and overall value to the City, including pricing by Group, location, and service type, as applicable. Pricing shall be considered in conjunction with the technical evaluation criteria to determine the proposal most advantageous to the City.
Proposer's Technical Proposal shall be submitted in PDF format under this subsection. Proposers should carefully follow the format and instructions outlined within the solicitation.
The purpose of the technical proposal is to demonstrate the qualifications, competence, capacity and methodology of the firms seeking to provide the services in conformity with the requirements of this solicitation. The technical proposal should demonstrate the combined qualifications of the firm and of the particular staff to be assigned to this engagement. It should also specify an approach that will meet the solicitation requirements.
The technical proposal should address all of the points outlined in this solicitation. The proposal should be prepared simply and economically, providing a straightforward, concise description of the proposer’s capabilities to satisfy the requirements of the solicitation.
The price proposal will be evaluated subjectively in conjunction with the technical proposal, including an evaluation of how well it matches Proposer’s understanding of the City’s needs described in this Solicitation, the Proposer’s assumptions, and the value of the proposed services. The price evaluation is used as part of the evaluation process to determine the highest-ranked Proposer. The City reserves the right to negotiate the final terms, conditions and pricing of the contract as may be in the best interest of the City.
