These services will also include review of the bargaining unit Memorandums of Understanding to identify any common items that may be better captured in a consolidated Personnel Policy Manual. The goal of these reviews/updates is to produce both a Civil Service rules and regulations document as well as a separate Personnel Policy Manual. These documents must be written in plain language that can be easily understood by all employees, supervisors, and management. The successful proposer will be expected to participate in interactive discussions with the City’s identified stakeholders to assist in preparing updates that provide modern, clear, and legally defensible employment practices and workplace policies. Notes: The City is a General Law city in California’s Central Valley, incorporated in 1907. The City’s workforce consists of both full-time and part-time employees. Most full-time positions are subject to Civil Service, with Department Heads and Executive Management the exception, serving at-will. Part-time employees serve at-will. Full-time Civil Service employees are represented by four (4) bargaining units.The City’s Municipal Code section applicable to Civil Service was adopted in 1961 and remains unchanged for the most part. The current Personnel Rules & Regulations were adopted in 1988 and revised in 2005. Each bargaining unit has a Memorandum of Understanding that provides for compensation and/or benefits not universally provided under the Personnel Rules & Regulations. The City also has various Administrative Policies that also govern employee conduct and the employment relationship.
