    Description

    Description of goods to services to be bid: The program aims to increase adoption and further monitor performance of cold climate, high efficiency packaged window heat pumps (PWHPs) as a cost effective, minimally invasive heating electrification retrofit solution for New York State buildings. The program will achieve this via a 2-phase PON. Under Phase I, NYSERDA will publish PWHP performance specifications and other requirements. PWHP manufacturers & vendors will apply to Phase I by providing documentation that PWHPs meet those specifications & requirements. NYSERDA will review those application packages and, upon approval, applicants will become PWHP Program Participants and will be eligible to apply for Phase II. No funding will be committed or disbursed under Phase I. Under Phase II, incentives will be made available on a first come, first served basis to Program Participants who will partner with building owners to deploy PWHPs in buildings, which the Program refers to as Demonstration Sites. NYSERDA will provide incentives on a per-PWHP basis and those incentive levels are 50% of PWHP costs up to $1,500/PWHP for Market Rate Demonstration Sites and 75% of PWHP costs up to $2,250/PWHP in LMI Demonstration Sites. Each Demonstration Site will also be subject to PWHP performance monitoring plans, which will be included in the Scope of Work for the Participant associated with each Demonstration Site. The maximum incentive award for each Demonstration Site is $500,000. The maximum amount of incentives any one PWHP brand may receive is $2,000,000. If changes are made to this solicitation notification will be posted on NYSERDA’s website at:www.nyserda.ny.gov/funding-opportunities Eligibility/Qualifications Requirements/Preferences: Phase I qualification is available to all packaged window heat pump (PWHP) manufacturers and vendors who illustrate the ability to provide installation-ready PWHPs in accordance with NYSERDA outlined technical and performance specifications. Such applicants will be required to submit all documentation listed in the PON attachment: Phase I Application Requirements: PWHP Specifications and Required Documentation. Upon acceptance, applicants will become PWHP Program Participants ("Participants"). Please see PON Section III for more information. Phase II will be open only to Participants qualified under Phase I. Phase II is open to multifamily buildings seeking to install PWHPs. All projects will be required to abide by NYSERDA performance monitoring plans, which will be designed and implemented by NYSERDA and a NYSERDA contractor team. Incentives will be provided to Participants upon completion of PWHP installation. Please see PON Section III for more information.
