BAYPORT WATERLINE REPLACEMENT PHASE IV PROJECT
Sealed bids will be received until 10:00 a.m., local time, on Thursday, August 27, 2026, by the Coastal Water Authority (CWA), located at 1801 Main Street, Suite 800, Houston, Texas 77002, at which time and place the bids will be publicly opened and read aloud. Bids received after this time will be returned unopened.
Items or services: The Bayport Waterline Replacement Phase IV Project consists of the replacement of critical water transmission infrastructure within existing public rights-of-way, utility easements, and Coastal Water Authority (CWA)-owned property.

The improvements are intended to enhance the reliability, resiliency, and operational flexibility of the transmission system while maintaining existing system capacity. Refer to the Technical Specifications and other Contract Documents contained in the Project Manual for a complete description of the Work and project requirements.
A mandatory pre-proposal meeting will be held on Tuesday, August 4, 2026, at 10:00 a.m. (local time) at the Coastal Water Authority (CWA) Downtown Office at 1801 Main St, Suite 800, Houston, Texas 77002. Attendance is required for all prospective proposers. Refer to Section 0210 of the Project Manual for additional information regarding the site visit.
Bids must be submitted on the Official Bid Form provided in the Bid Documents. Bids must be clearly marked on exterior of bid envelope as: “SEALED BID, BP-140”. Bid Documents (including specifications) may be obtained from Civcast (www.civcast.com).
This Project is contingent upon the release of funds from the Texas Water Development Board (TWDB).
This procurement and any contract awarded under this Invitation to Bid (ITB) are expected to be funded, in part, through financial assistance from the Texas Water Development Board (TWDB). Neither the State of Texas nor any of its departments, agencies, or employees shall be a party to this Invitation for Bids or any resulting contract.
All contracts awarded under this Invitation to Bid are subject to the United States Iron and Steel (USIS) requirements of Texas Government Code, Chapter 2252, Subchapter G, as applicable.
The Coastal Water Authority reserves the right to reject any or all bids and to waive any informalities or irregularities in the bidding process whenever such action is determined to be in the best interest of the Authority.
