Cold Planing, Reclamation & In-Place Bituminous Concrete

The Town of Halifax is soliciting sealed bids for Cold Planing, Reclamation, and In-Place Bituminous Concrete services to be used for town roads, sidewalks, and other municipal areas on an as-needed basis.

The contract term shall commence on July 1st, 2026, and continue through June 30th, 2027, with options to renew for two (2) additional one-year periods.

Sealed bids must be delivered to the Halifax Highway Department, 60 Hemlock Lane, Halifax, MA 02338 no later than 10 am on Monday, July 6th, 2026, at which time and place the bids will be publicly opened and read aloud. Telephone bids, telegrams, postmarks, or other forms of submission will not be accepted.

Bid submissions must be enclosed in a sealed envelope clearly marked “Cold Planing, Reclamation, and Bituminous Concrete Bid”. Any submissions not on the original bid forms shall be deemed non-responsive. Bid documents may be obtained from the Town’s website or at the Highway Department, 60 Hemlock Lane.

This procurement is subject to the provisions of Massachusetts General Laws (M.G.L.) Chapter 149, Section 26 and 27D, requiring payment of prevailing wages. Bidders must provide evidence of Massachusetts Highway Department (M.H.D.) prequalification.

A bid deposit or bid bond equal to 5% of the total bid amount is required. Bid bonds must be issued by a surety company licensed by the Massachusetts Division of Insurance and acceptable to the awarding authority. All materials and work shall conform to applicable Massachusetts Department of Public Works specifications.

Effective July 1st, 2026, any person submitting a bid for, or signing a contract related to, a construction project estimated to cost more than $10,000 must provide certifications regarding the completion of a minimum 10-hour OSHA-approved construction safety and health training course by all employees working at the project site.

The Town of Halifax reserves the right to reject any or all bids, in whole or in part, and to award the contracts in a manner deemed to be in the best interest of the Town, in accordance with Massachusetts General Laws (M.G.L.) Chapter 30, Section 39M. All contractors are responsible for obtaining the most current bid specifications and any issues addenda from the Town’s website.
