      1. CITY OF NORFOLK DESCRIPTION

       

      1.1 General

       

      The Nonstructural Program is a component of the Norfolk Coastal Storm Risk Management Project (Norfolk CSRM Project). The Norfolk CSRM Project is a collaboration between the City of Norfolk and the U.S. Army Corps of Engineers (USACE) that is authorized by the Water Resources Development Act of 2020 (134 Stat. 2615) to increase the City’s resilience to flooding through structural and nonstructural flood mitigation measures and natural and hybrid infrastructure (NHI).

       

      Through collaboration between the City of Norfolk and USACE, the City is the lead of the implementation of the Norfolk CSRM Nonstructural Program. The City has a contract with the Norfolk Resilience Partners (NRP), a Joint Venture among AECOM, Moffat & Nichol, and Volkert to provide program management services including, overall program management, case management, relocation assistance, and property owner and community outreach and engagement for Tier 1 and future tiers of the Nonstructural Program.

       

      1.2 Funding/Authority

       

      This project is funded by the City of Norfolk as part of the non-federal match of the CSRM Project. The City of Norfolk received grant funds from Community Flood Preparedness Fund (CFPF) in support of the project, to be completed by Spring 2029.

      2.3 Project Description

       

      Tier 1 of the Nonstructural Program consists of the design and construction of mitigation measures for up to 62 buildings in the City of Norfolk. Each Tier 1 building has pre-selected mitigation measures, that is Home Elevation, Basement Fills, or a combination of Basement Fills and Elevation.

       

      The final count of structures included in Tier 1 depends on the participation of property owners. In addition to the design and construction work, the project will include initial home inspections, site investigations, site work, design review, project permitting and inspection coordination. Site work will include disconnection and reconnection of all mechanical, electrical and plumbing, including water, sewer, natural gas, power, and other utilities as necessary, as well as landscaping, parking and installation of temporary necessary access accommodations to the home and property (FHA and/or ADA guidance). Work is to be completed within 18 months from the Notice to Proceed.

       

      The DB services will be performed with multiple contracts by multiple teams.

       

      2.4 Anticipated Scope of Work

       

      After being selected, the team will execute a contract with the City to provide design and construction services for the project to include all necessary and relative activities to design and construct a turn-key project, including, but not limited to:

       

      • Initial Home Inspection and Site Investigation: A thorough, non-destructive evaluation of the property and its boundaries, with a detailed report of the findings, including the inspector's qualifications, photographs and video documentation of the condition and operability of all aspects of the home;  all site features including sidewalks, driveways, landscaping layout and features (yards, equipment, special elements, features, plantings, trees, and other structures and improvements such as sheds, pools, ponds, planting beds, and all other items within and adjacent to the sites property's boundaries.

       

      • Design Delivery: Development of structural elevation plan, basement fill (design, approach, execution, quantities and costs), floodproofing designs (design, approach, execution, quantities and costs), using industry standardized design templates, QA/QC checklists, and foundation details for all mitigation measures (i.e., elevation, basement fill, basement fill and elevation, and dry floodproofing) and foundation types (design, approach, execution, quantities and costs).

       

      • Construction and Project Management: Complete scope of work including costs on delivery of high-quality elevation, foundation, basement fill, and reconstruction projects through disciplined scheduling, cost control, on-site supervision, and standardized details and documentation, including standardized QA/QC checklists and a uniform close out package.

       

      • Utility and Site Work: Performance, coordination, and oversight of utility disconnection/reconnection, site access, and staging logistics to minimize community impact (design, approach, execution, quantities and costs).

       

      • Permitting and Regulatory Compliance: Management and obtaining local, state, and federal permitting (as necessary), ensuring adherence to City of Norfolk building codes, ordinances, and guidance and USACE guidance (design, approach, execution, quantities and costs).

       

      • Post-Construction Documentation: Preparation and submission of elevation certificate and close out documentation for program compliance with standardized QA/QC checklists (design, approach, execution, quantities and costs).

      2.6 Definitions

       

      • Nonstructural: Nonstructural mitigation measures are defined as permanent or contingent measures applied to a building that prevents or provides resistance to damage from flooding. Nonstructural measures differ from structural measures (e.g., levees, floodwalls) in that they focus on reducing the consequences of flooding instead of focusing on reducing the probability of flooding. Examples of nonstructural measures include elevation, dry floodproofing, and wet floodproofing, among others. For simplicity, the terms, homes, building, and structure within this RFQ are used interchangeably, where structures do not mean levees, floodwalls or storm surge barriers according to the USACE’s definition.

       

      • NRP: Norfolk Resilience Partners (NRP) is a Joint Venture among AECOM, Moffat & Nichol, and Volkert to provide program management services including, overall program management, case management, relocation assistance, and property owner and community outreach and engagement for Tier 1 and future tiers of the Nonstructural Program.

       

      • Projects of Similar Scope and Complexity: Projects that had completion dates within the last five (5) years and that have many or all of the following characteristics:
        • Projects of a similar size and budget that include residential elevation, basement fill, and basement fill and elevation;
        • Projects of a similar scope with similar environmental / historical work conducted in similar soil conditions.

      3.  PROCUREMENT PROCESS

       

      3.1 General Information

       

      3.1.1 Compliance with Legal Requirements

       

      This Procurement will be in accordance with all applicable federal, state, and local laws, and City of Norfolk policies and procedures.

       

      3.1.2 Conflict of Interest and Communications with the City of Norfolk

       

      Following the City of Norfolk’s approval of the Short-Listed Respondents, no communication (written or verbal) from the Short-Listed Respondents to the City of Norfolk regarding the solicitation will be permitted until the RFP is issued. After the RFP is issued, any communication from the Short-Listed Respondents to the City of Norfolk must occur through the established method to ask questions as outlined in the RFP.

       

      Following the City of Norfolk’s notification to Respondents who were not approved for the short list, Respondents that were not short-listed may request in writing a debrief.

       

      3.1.3 Expenses

       

      Each Respondent that enters into the Procurement process shall prepare the required materials, the solicitation response, and the Proposal at its own expense and with the express understanding that the Respondent cannot make any claims whatsoever for reimbursement from the City of Norfolk for the costs and expenses associated with the process, even in the event the City of Norfolk cancels this Project or rejects all Proposals.

       

      3.1.4 Public Disclosure

       

      Information submitted in the public procurement process is subject to public inspection in accordance with the Virginia Freedom of Information Act (FOIA). Therefore, trade secrets or proprietary information must be clearly identified to prevent their disclosure, and the reason why protection is required must be stated (Norfolk City Code § 33.1-9).

       

      3.1.5 Appeals Procedure

       

      A respondent may appeal the short list decision pursuant to Norfolk City Code § 33.1-101 in writing within 30 business days of short list decision notification.

       

      3.2 City of Norfolk Rights and Procurement Conditions

       

      • The City shall not be held responsible for any oral instructions. Any changes to this RFQ will be made in the form of an addendum, which will be published on the City Norfolk Department of Public Works’ electronic bid service provider website.

       

      • The City reserves the right to reject any or all solicitation responses, to waive any informality or irregularity in any solicitation responses received, and to be the sole judge of the merits of the respective solicitation responses received.

       

      3.3 Outline of the Procurement Process

       

      The teams will be selected using a two-step procurement process.

       

      3.3.1 Request for Qualifications (RFQ) 

       

      All questions regarding this solicitation should be submitted to the City of Norfolk Department of Public Works’ electronic bid service provider website at City of Norfolk Procurement Portal by 4:00 pm, EST, Monday, July 6, 2026. All questions submitted will be shared publicly on the portal at https://procurement.opengov.com/portal/norfolk/projects/270625.

       

      In the solicitation response to this RFQ, Respondents will demonstrate a thorough teaming approach for the project. Once the RFQ is closed, the City of Norfolk will evaluate solicitation responses received in accordance with solicitation response evaluation criteria.

       

      The City will select a short list composed of up to five (5) teams who submitted solicitation responses and will notify them. Only short-listed teams will receive the RFP documents to be issued by the City.

       

      Teams that are denied prequalification or not short-listed will receive written notification. The written notification shall state the reasons for the denial of prequalification and the factual basis of such reasons. A decision by the City of Norfolk denying prequalification shall be final and conclusive unless the Respondents appeals the decision as provided in Norfolk City Code § 33.1-101.

       

      3.3.2 Request for Proposals (RFP)

       

      Short-listed teams will be issued the RFP and invited to submit a proposal.

       

      A site visit will be coordinated for the short-listed teams who are invited to submit an RFP

      response to this project. The date and time for that site visit will be included in the RFP.

       

      The RFP will specify how short-listed teams can submit questions regarding the RFP. Additional details regarding the evaluation of proposals received in response to the RFP will be specified in the RFP. 

       

      3.3.3 Evaluation and Ranking of Respondents

       

      The selection of the teams from the RFQ will be based upon the criteria set forth in the evaluation criteria grading matrix below. The evaluation of the proposals from short-listed teams in response to the RFP will be evaluated based on the evaluation criteria grading matrix that will be included in the RFP. It is the intent of the City to evaluate all proposals received and make a best-value selection and enter into a DB contract. The results of the solicitation response evaluation criteria grading will be carried forward and included in the final RFP evaluation.

      4.  SOLICITATION RESPONSE DOCUMENTATION REQUIREMENTS

      4.1 Solicitation Response Format Requirements

       

      • Page numbers: Responses to this RFQ should be a maximum of 50 pages with attention to efficient and clear delivery of all relevant information. Page numbers must be included on each page.

       

      • Appendices: The following materials may be included in appendices and not count towards the 50 pages limit: professional bios of personnel/CV, proofs of insurance, and proofs of licenses or membership, project safety plan, and approach to QA/QC.

       

      • File format: Submit proposal documentation in Adobe Acrobat PDF format. Any excel spreadsheets shall be submitted in Microsoft Excel 2016 format or later.

       

      • Title Page: The title page must include the point of contact for the team including their name and address, phone number, and email address; project title; and date of submittal.

       

      • Font, Page Size, and Margins: Pages containing text are expected to be 8 ½ x 11 inches with at least one-inch margins at the top, bottom, and both sides. Paragraphs should be separated by at least one blank line. A standard 12-point font in either Arial or Times New Roman is required. The use of hyperlinks in proposals is prohibited.

       

      4.2 Solicitation Response Submission Requirements

       

      Submission method: All solicitation responses shall be submitted electronically through the City of Norfolk Department of Public Works’ electronic bid service provider website at https://procurement.opengov.com/portal/norfolk/projects/270625. Hard copies or e-mailed responses will not be accepted.

       

      Deadline: Monday, August 10, 2026, at 4:00 p.m. (Eastern Time). Failure to respond by the due date RFQ shall be considered justification for denying pre-qualification for this project.

       

      5. SOLICITATION RESPONSE EVALUATION CRITERIA AND SUBMITTAL INFORMATION

       

      Teams interested in providing DB services must submit a solicitation response that addresses minimum qualifications and technical and management qualifications listed below. Teams shall organize their submissions in such a way as to follow the qualifications and consider the solicitation response evaluation criteria. Information included within the solicitation response may be used to evaluate your team as part of any criteria regardless of where that information is found within the solicitation response. Information obtained from the solicitation response and from any other relevant source, including references from any past clients, may be used in the evaluation and selection process.

       

      5.1 Minimum Qualifications

       

      • Bonding capacity: The prospective team must demonstrate sufficient financial ability to perform the contract by providing evidence (a letter from the surety) of the ability to acquire performance and payment bonds from a corporation included on the United States Treasury list of acceptable surety corporations in an amount at least equal to one hundred percent of the contract price. The Respondent submitting the response to this RFQ must be the same entity providing the evidence of ability to be bonded and must be the same entity that will enter into a DB contract with the City.

       

      • Bid Security/Bid Bond: During the RFP, each bid shall be accompanied by bid security in the sum of not less than five (5) percent of the total amount of the bid. The required security must be in the form of a certified check or bank cashier’s check made payable to the City of Norfolk or an accepted bid bond issued by an incorporated surety company in good standing and qualified to do business in Virginia. The bid security is a guarantee that, if the proposal is accepted, a contract will be entered into, and the performance of the contract is properly secured.

      5.2 Technical and Management Qualifications

       

      5.2.1 Team Organization

       

      • Performance organizational chart: Defines roles and responsibilities of each team member. The organizational chart should include the roles listed below: project manager, construction manager, design manager, and residential lifter(s).

       

      • Project Manager: Project Management Institute (PMI) Project Management Professional (PMP) or similar industry certification, any additional qualifications, resume, experience with DB projects similar to this scope. The PM will be responsible for the integration of the entire project team (Prime and all subconsultants and contractors). The PM will be the primary contact with the City and the NRP.

       

      • Construction Manager (CM): PMI PMP or similar industry certification, any additional certification, any additional qualifications, resume, experience with DB projects similar to this scope. The CM will be responsible for the integration of the entire project team. The CM will be a senior leadership contact with the City and the NRP.

       

      • Design Manager (DM): Professional PMI or similar industry certification, any additional qualifications, resume, experience with DB projects similar to this scope. The DM will be responsible for coordinating all facets of design to pair, manage and coordinate with the construction efforts (transition from the design phase to the construction phase). 

       

      • Residential lifter(s): Provide qualifications, resume(s), and experience with residential elevation projects of the team member(s) that will provide services.

       

      • Proof of other current certifications: Preference will be given to teams with DBIA, AIA and/or ULI certifications.

       

      • Proof of industry affiliations, active membership(s), and other specialized certifications as available: Indicate if your team members hold any industry affiliations (e.g., National Association of Home Builders, International Code Council, Association of State Floodplain Managers, etc.), active memberships (e.g., International Association of Structural Movers, etc.), and/or other specialized certifications relevant to the scope of work.

       

      5.2.2 Demonstrated Past Performance with Successful Projects of Similar Scope and Complexity

       

      • The team shall provide similar project performance and clearly state roles on a minimum of three (3), and no more than five (5), projects that include i) testing and design ii) contractor performance, and iii) structure raising performance, that are considered recent (closeout within the past five (5) years) that best demonstrate the team’s ability to successfully perform this project and where the team was contracted directly with the project owner (governmental agency, municipal entity).

       

      • The team shall provide a history of previous team partnering with similar project scopes to showcase the team or any additional consultants on a DB project.

       

      • The team shall provide a history of working relationships with City of Norfolk, USACE, and/or NRP.

       

      • The team shall provide photographs of completed work from the provided project examples, from beginning to end.

       

      • Project references: Provide three (3) references from former clients (e.g., government agencies, owners, or municipalities) with their complete contact information. One (1) of the three (3) references provided should be from a residential elevation project.

       

      5.2.3 Short Answers: Project Approach

       

      • Briefly describe your proposed approach to the project.

       

      • Identify and discuss potential problems during design and construction and identify and discuss methods to mitigate those problems.

       

      5.2.4 Short Answers: Project Management

       

      • Describe your approach to change orders.

       

      • Describe your planning, scheduling, estimating and construction management tools/resources.

       

      • Please provide an outline of the team’s approach to quality assurance / quality control as an appendix.

      5.2.5 Short Answers: Additional Questions to Address

       

      • Davis Bacon and Related Actions (DBRA): Provide brief descriptions of your approach to the implementation of DBRA. DBRA applies to this project and requires all contractors and subcontractors performing work on Federal or District of Columbia construction contracts or federally assisted contracts in excess of $2,000 to pay their laborers and mechanics not less than the prevailing federal wage rates and fringe benefits for corresponding classes of laborers and mechanics employed on similar projects in the area.

       

      • Litigation: Please include any pending or active litigation, judgements, or arbitration within the past ten (10) years, as allowed by public procurement regulations.

       

      • Breach of contract: Provide a complete list of all of-record judgements entered against all teaming members and/or firms within the past ten (10) years for breach of contract of governmental or nongovernmental construction, including, but not limited to, DB or construction management.

       

      • Noncompliance: Provide a complete list of occurrences when any team member and/or firm has been in noncompliance with the terms and conditions of prior construction contracts with a public body without good cause.

       

      • Debarment: Provide a complete list of any team members and/or firms that have been debarred pursuant to an established debarment procedure from bidding or contracting by any public body, agency of another state, or agency of the federal government.

       

      5.3 Post-Award Requirements

       

      • The post-award requirements below are included for informational purposes.

       

      • City of Norfolk Business License: Every firm referenced in the organization chart (see Section 5.2.1 and professional organization chart requirement) will be required to obtain a City of Norfolk business license once awarded.

       

      • No substitution of key personnel shall be allowed after the award of the Contract unless approved in writing by the City of Norfolk. Notice must be given within thirty (30) days. Substitutions must have equivalent qualifications.

       

      • The following licenses and safety standards for the residential lifter(s) may be required in special circumstances: USDOT Number (Interstate), permits for moving oversized loads, etc. 

       

      • Any substitutions of consultant must be with a consultant of equal or better qualifications and written notice shall be given to the City. All subcontractor/consultant design build team substitutions must be approved by the City.
