    The City of Norfolk (“the City”) seeks proposals from qualified offerors to provide community-based services as required by federal and state programs for children and families.

    The City intends to award multiple contracts for each service. Services will be purchased on an as-needed basis. The City cannot guarantee any minimum or maximum number of orders or compensation amounts.

    Evaluation Criteria

    • Executive Summary (20 pts)

      The Offeror’s proposal shall contain an executive summary that summarizes its overall capabilities and approaches for accomplishing the services specified herein.

    • Overview of Services (20 pts)

      For each service proposed and selected in OpenGov:

       

      1. Provide a separate description of each community-based service, to include purpose, needs addressed, who will be served, and service delivery method including the frequency, intensity, and duration of services.

       

      1. Describe framework and/or best and/or evidence-based practices, programs, services, supports, interventions, or treatment modalities.

       

      1. Describe practices to engage and support children, youth and families, prioritize family voice and choice in service planning.

       

      1. Describe process of coordinating service delivery within the system of care.
    • Performance and Outcomes (20 pts)

      For each service proposed and selected in OpenGov:

       

      1. Describe how the services will improve outcomes for child safety, child/family well-being and/or permanency, and how they will be measured and documented.

       

      1. Identify performance indicators to measure progress toward client goals and how they will be evaluated and addressed to ensure positive outcomes.
    • Organizational Capacity (20 pts)
      1. Provide the name of the license and licensing entity required to provide the services offered.

       

      1. Provide copy of agency and/or professional staff licenses as required by licensing entity, such as Virginia Department of Behavioral Health and Developmental Services, Virginia Department of Health Professions, Virginia Department of Education, etc., as required. Provide credentialing and/or certification documentation as appropriate.

       

      1. Provide an organizational chart that describes the division of responsibility among the members of staff.

       

      1. Provide the job descriptions and the required qualifications for staff and/or positions.

       

      1. Provide contact information, including name, organization, telephone number, and email address for billing, and contract signatory.

      1. Complete Attachment I Rate Sheet in Excel format for all services selected.

       

      1. All rates proposed must be within the pricing allowable by Medicaid for these services.

       

      1. Offerors may add a unique service descriptor within the standard categories.

       

      1. Offerors shall include transportation in the service rate as appropriate. No separate payments for transportation will be allowed.

       

      1. The City reserves the right to negotiate the rates proposed.

    Q (Licensure): Good afternoon, Do we need to have a license with Department of Behavioral Health or a home care license? Thank you!

    A: If that particular service requires a license.


    Q (Scope of Services ): Is the City of Norfolk is planning to issue a separate contract for language services? Will the City be looking for language services?

    A: The City does not seek language services in this RFP.


    Q (No subject): Are virtual outpatient counseling services an option for this RFP?

    A: Services should always go through insurance first, if applicable. The City will consider it eligible service if insurance considers it an eligible service.


    Q (No subject): Greetings, For an out-of-state corporation not yet registered in the Commonwealth of Virginia, is authorization to transact business required at the time of proposal submission, or may it be completed prior to contract award or execution? Thank you.

    A: Authorization to transact business in the Commonwealth is not required at time of proposal submission.


    Q (No subject): Is ABA services listed on the rate sheet?

    A: Use blank spaces in the rate sheet to add more services and describe them in your proposal.


    Q (Time for Certifications): Do all staff certifications need to be finalized prior to the RFP submission or can the process be complete in a timely manner after the July 1 start date

    A: Licenses and certifications must be in place at the time the contract is executed for services that require a license or certification.


    Q (RFP content): Does this RFP replace the current one that we are currently working under or will there be additional one released?

    A: Yes, this will replace RFP 8772-0-2021.


    Q (Anger Management): Can we offer anger management services without therapy?

    A: Yes, if an approved evidence-based curriculum is used.


    Q (Scope): Does this RFP include CSA purchased services such as ICC, respite, etc.?

    A: ICC is listed on this RFP Scope VI. Respite falls under RFP 10667 which is closed.


    Q (Scope): Is this RFP for CSA services as well? Does this include things like TFC, etc.?

    A: No, this RFP is not for placement and residential services. RFP 10667 was posted and contracts were awarded in 2025.


    Q (No subject): Our agency is currently enrolled with DMAS would it be permissible for us to provide certain service through a subcontracting agreement with another DMAS enrolled provider that provides that specific service we do not offer?

    A: Subcontracting must be approved by the City in writing. The City will pay only what has been approved by CSA.


    Q (Scope of Services): Are the services allowed for proposal limited to those listed on Attachment H "Scope of Services", or are we allowed to offer additional services such as Casey Life Skills, Homebuilders (evidence-based) and other Home-based Counseling Services?

    A: Insert your pricing for additional services on rate sheet and describe your services in your proposal. Life Skills Coaching may be Casey but not required. Home-based falls under the evidence-based services.


    Q (No subject): On the Scope of Services - Attachment H:, you have IIH listed under ICC. Is this a mistake? I would think it belongs under Family Support Services with MST and FFT, or Mental Health Prevention and treatment.

    A: Insert your pricing the on the rate sheet and describe your services in your proposal.


    Q (Youth Enrichment ): We are a youth enrichment program that provides afterschool and summer programming for youth. Is that a program you all would be interested in?

    A: Not at this time.


    Q (Insurance ): Hello. For the Automobile Insurance are you requiring a master commercial policy that covers all vehicles and contractors or just an agreement that insurance will be maintained?

    A: Evidence that provider has required insurance is pre-requisite for contract award.
