    The Middlesex County Workforce Development Board (MCWDB) is soliciting proposals for a One-Stop Operator to be funded through federal allocations received by the Workforce Innovation and Opportunity Act (WIOA, Public Law 113-128) as authorized through federal legislation.  The successful respondent will provide strategic methods to One-Stop operations under the provisions of the Workforce Innovation and Opportunity Act for the period from July 1, 2026 – June 30, 2028, with a possible option of renewal for up to two (2) additional one (1) year term, contingent upon the successful delivery of services and funding availability.

      • Participate in developing Standard Operating Procedures
      • Ensure clients are effectively able to utilize New Jersey’s online labor exchange system
      • Convener of WIOA service delivery processes
      • Establish creative methods to programmatic operations
      • Collaborate with work experience/transitional jobs/internship programs for eligible clients
      • Establish and maintain a continuous improvement process through reporting and regular communication with the Director, OWCD
    • ORGANIZATIONAL EXPERIENCE/CAPABILITIES (25 pts)
      • Summary of Experience (no longer than three (3) pages)
      • Description of organization's mission and history
      • Supporting documentation to demonstrate organization's ability to operate federal and/or private sector workforce programs. This shall include letters of recommendation from any workforce boards in which you may currently, or have provided operational services
      • Listing of organizational experience
      • If an organization has not provided One-Stop Operations in the past, outline programs that provide similar services in which the organization has been involved in over the last three (3) years.
      • Organizational chart that details flow, parent company, and support levels.
    • DESCRIPTION OF STAFF QUALIFICATIONS (10 pts)
      • Summary of staff qualifications.
      • Resumes of Management and top Supervision Staff (Local and Corporate)
      • Resumes for proposed staff to be assigned to this project.
      • Explanation of contributing factors of all coordinating organization if your response includes more than one (1) organization.
    • WORK PLAN / GOVERNANCE & COORDINATION (15 pts)
      • Description of how the organization will deliver governance and coordination, while also providing services requested by MCOWD in this specification
      • Articulation of understanding for compliance and Accessibility (ADA, EO, LEP)
    • PERFORMANCE OUTCOMES (5 pts)
      • Demonstrates effective strategy for meeting performance standards.
      • Documents assurance that the organization is committed to achieving the minimum performance levels
      • The Respondent identifies and explains any enhanced levels of performance.
    • PROPOSED BUDGET (15 pts)
      • Justification of proposed expenses are allowable and reasonable. Computation provided.
      • Detailed Indirect Cost Rate Plan, overhead and allocated costs.
      • In-kind resources/support provided beyond what is requested for the service delivery system.
      • Contingency plan in case there are disallowed costs from monitoring or auditing.
      • Proposed adequately addresses indirect, overhead and allocated costs, program income, stand-in costs, purchasing, audit and invoice requirements.
      • The budget appears cost-effective in relation to high-quality service delivery (cost per client is reasonable for services proposed).
      • Specific budget items are reasonable for the services provided.
