    The City of Coral Springs, FL , is soliciting sealed responses for Comprehensive Benefits Program. Responses are to be submitted via the City's eProcurement Portal via https://procurement.opengov.com/portal/coralsprings PRIOR TO 2:00 pm on Wednesday, May 13, 2026. Late responses will not be accepted.

    The City of Coral Springs, Florida will receive proposals for certain benefits and services regarding its Employee Health and Welfare program. It is anticipated that the proposed plan of benefits is to become effective January 1, 2027.

     

    Background

    The City of Coral Springs, Florida was incorporated on July 10, 1963, and is located in northwestern Broward County, FL. It encompasses 23.94 square miles and has a population of over 134,000, making it the fifth largest city in Broward County and the 16th largest in the State of Florida.     • Net Cost (30 pts)

      The respondents proposed total fixed and variable costs less any offsets or credits offered.  Financial stability of the company will also be evaluated for fully insured products.  These can include but are not limited to:
      a)    Fixed Costs: includes insurance costs and/or administrative costs
      b)    Financial Stability for Insured Products (AM Best Rating)

    • Conformity to Benefits Program (25 pts)

      The respondents demonstrated and proposed ability to conform to the benefits program and services requested and currently offered.  These can include but are not limited to:
      a)    Network access and disruption results
      b)    Ability to administer current plan designs as proposed
      c)    Ability to administer requested plan designs 
      d)    Flexibility to support plan design changes

    • Engagement and Communication (10 pts)

      a)    Educational material for employer and employees
      b)    Summary Plan Description capabilities
      c)    On-line resources and tools
      d)    Administrative kits for locations
      e)     Billing capabilities

    • Technology Initiative (10 pts)

      Capability to integrate systems integral to the provider selection.  An integrated system can include but is not limited to:
      a)    Eligibility
      b)    Claims processing 
      c)    Electronic claims inquiry
      d)    Internet based enrollment/eligibility capabilities
      e)    Access, format and frequency of claims reporting

    • Quality of Service (10 pts)

      The respondents demonstrated and proposed ability to provide high quality services is key consideration of this RFP.  Demonstration of service quality may include but is not limited to: 
      a)    Dedicated service team
      b)    Customer service center hours of operation
      c)    Customer service performance metrics (ex. first Call Resolution, Abandonment Rate, etc.)
      d)    Claims processing performance statistics (ex. Accuracy, Turnaround Time, etc.)
      e)    Willingness to contractually establish performance criteria

    • Past Performance (10 pts)

      a)    Active and terminated references
      b)    Past relationship with the City 
      c)    Recognitions / reputation of proposer

    • Local Preference (5 pts)

      In accordance with section 2-302(11) and 2-307(g) of the City of Coral Springs Purchasing and Procurement Code a proposer with a physical business location within the municipal boundaries of Coral Springs, Florida shall be granted a preference in the amount of five (5) points with submission of a valid City of Coral Springs business tax license.

      The respondents proposed total costs less any offsets or credits offered.  Financial stability of the company will also be evaluated.  These can include but are not limited to:

      b)    Implementation/One Time Charges
      c)    Financial Stability

      Technology Initiatives will be evaluated based on the vendor’s demonstrated ability to deliver secure, modern, user‑friendly, and scalable technology that enhances the experience of both employees and HR administrators. Emphasis will be placed on mobile functionality, system usability, automation, and ongoing innovation. These criteria can include but are not limited to:
      a)    Mobile Application (iOS and Android)
      b)    Ability to upload receipt photos via mobile app or web
      c)    Automated claims submission and adjudication
      d)    Real time reporting and data exports

    • Local Preference (5 pts)

    • Final Voting (10 pts)

      For the interview process. the Evaluation Committee will score based on the overall value of the Proposer’s response. The Evaluation Committee will score responses from “1” being the highest ranked proposer, “2” for the second highest ranked proposer, and so on, for the total number of responses under consideration. The Proposer with lowest combined score will be deemed as the highest ranked proposer
