    Background

In support of its instructional mission, the district provides a wide range of academic, athletic, and extracurricular programs that require students to travel beyond their assigned school sites. To ensure equitable access to these opportunities, the district relies on contracted charter transportation services to supplement its internal transportation resources. These services are critical for facilitating field trips, athletic competitions, college and career activities, and other District-sponsored events that enhance student learning and engagement.

Due to the variability in scheduling, trip frequency, and capacity needs, the district requires flexible, on-demand transportation solutions of supporting both routine and short-notice requests. The district must also ensure that all transportation services meet stringent safety, regulatory, and operational standards established by federal and California law, including requirements governing school pupil activity buses (SPABs), driver qualifications, and vehicle maintenance.

Through this solicitation, the district seeks to establish contracts with qualified transportation providers that can deliver safe, reliable, and compliant charter transportation services. The intent is to maintain a pool of responsive vendors capable of meeting the district's operational demands while supporting its commitment to student safety, program access, and overall service excellence.
