Proposals must include complete information covering all of the above items to enable the evaluators to make accurate determinations regarding the experience and qualifications. Respondents are encouraged to include samples and any other information that will highlight qualifications of the organization. The highest ranked organization/may be invited to participate in an interview session at Taos County’s discretion.

Scoring will be based on the proposed healthcare delivery system’s design, the contractor’s approach to achieving desired outcomes, and their overall understanding of the project's requirements. Specifically, proposals will be weighted on their clarity, comprehensive program structure, and demonstrated commitment to quality and operational efficiency.
In evaluating this criterion, the Committee will review the proposed staffing levels, recruitment locations, and the specific distribution of medical and mental health professionals. Proposals must detail on-site coverage patterns—including hours, shifts, and provider levels—to demonstrate optimum staff utilization. Additionally, the County will evaluate the expertise of senior management, on-site supervisors, and the strategic use of off-site consultants to ensure a highly capable and efficient healthcare delivery system.
While the stated lump sum base price is a primary consideration, the Evaluation Committee will also conduct a comprehensive review of line-item data and the proposer’s approach to price adjustments. This includes a review of how costs scale with jail population shifts and the proposed pricing for contract extensions. Furthermore, the County will evaluate how the proposer utilizes insurance reimbursements—including Medicare, Medicaid, and the County Indigent Fund—to offset the overall contract price.

If provider is not able to bill for such services, this shall be stated in the proposal. The County may request the provider make any applicable billing codes available upon request should the county seek medical insurance reimbursement. The County seeks recommendations from the provider as to whether an inmate co-pay system should be instituted along with a schedule of proposed co-pays for particular services."
