In 1981 Alameda County Board of Supervisors adopted the Livermore Amador Valley Quarry Area Reclamation (LAVQAR) Site Specific Plan which developed the concept of the Chain of Lakes as mitigation to Zone 7 for the removal of the aquifer materials. All surface mining permits and their corresponding reclamation plans issued in the Livermore Groundwater Basin must comply with LAVQAR. Surface mining permits are periodically amended. Current quarry operator, Vulcan Materials Company, is investigating the feasibility of an alternative configuration to some of the lakes in the Chain of Lakes that fall under their surface mining permit and reclamation plan. Zone 7 is seeking a consultant to support Zone 7 during the assessment of alternative lake configurations. This would include evaluating designs proposed by Vulcan's consultant to ensure that Zone 7 is able to achieve its water management goals, priorities, and the surface mining permit reclamation plan's requirements, and ensure viable future operations and maintenance.
General response to this RFP, adherence to submittal formatting and content requirements; understanding of Zone 7's project goals and objectives.
Technical experience of firm and proposed subcontractors in performing work of similar nature; experience working with public water supply and flood control agencies; strength and stability of the firm and proposed subcontractors.
Technical experience and qualifications of Proposer's team in performing work of similar nature; ability to work with multiple interested parties.
Understanding of the project goals, requirements, and potential problem areas; project approach as demonstrated in the proposed scope of work and schedule.
Feedback from Proposer's former or existing clients on the Proposer's performance on other similar projects.
The value and reasonableness of the cost proposal relative to the proposed scope of work.
