    Description

    Nature of Project The Commissioners Court of Nueces County (hereinafter called the “County”) will accept sealed competitive proposals on behalf of the Nueces County Park Board Commissioners (herein “Park Commissioners”) for Concession Service for Horace Caldwell Pier in accordance with the specifications and other Contract Documents prepared by County and Park Commissioners. The proposal is to provide, operate, and maintain facilities and services for the public at Horace Caldwell Fishing Pier at I.B. Magee Beach Park in the City of Port Aransas on the north end of Mustang Island. The County has maintained a fishing pier at this location since 1950 and the current pier extends 1,240-feet into the Gulf of Mexico. I.B. Magee Beach Park and Horace Caldwell Fishing Pier serve local residents and more than five million annual visitors. The County spent approximately $1.5 million to construct the pier. Improvements include 20 fish attractor lights, a 2,500-square-foot concession building with restrooms and storage, one fish cleaning table, walkway lighting, and parking for 300 vehicles. The concession building has recently undergone a $7000,000.00 renovation and is equipped with builtin serving counters, built in vent hoods with filters, fire extinguishers, public restrooms, restroom facilities for staff, and a large storage room. Renovations include space for a walk-in cooler, expanded kitchen prep and cooking area, new bar seating, roll up doors with light kits with additional bar seating along the east wall facing the Gulf. The concession building is adjacent to the Horace Caldwell Pier Observation Deck which is not part of the concession building and may not be used as part of any commercial facility. The Observation Deck may be used by all members of the public, including any guests of the concessionaire. The Agreement term is five (5) years with one five (5)-year renewal option. Proposers may suggest an alternative term in their Proposal Response Form. Services may extend up to 100 feet on each side of the pier along the beach. Permanent structures are not permitted, and public access along the beach shall not be obstructed. In the event this contract expires before another contract is awarded, the Contractor shall extend the contract on a month-to-month basis by mutual agreement.
