    Description

    Napa County Department of Public Works (County) is seeking technical proposals for Preliminary Engineering, Environmental, Right of Way, PS&E Design and Construction Support Services for the preparation, execution, and completion of work outlined in this Request for Proposal (RFQ). The selected Consultant will provide these services to assist the County with the replacement of the Conn Valley Road over Conn Creek Bridge Replacement Project (Project) 21C0077 - BRLO-5921(094) through the construction phase. The County anticipates the start of construction will be Spring of 2028.

    One (prime) consultant will be selected to handle all the tasks within the Project. The Project is to be handled in a turnkey fashion, including not only the technical tasks, but all administrative tasks, documentation, response to Caltrans, right-of-way certification, and construction authorization, etc. Consultant will subsequently assist through the bid period and provide design support services during construction. Consultant must be fully familiar with the guidelines and requirements of the FHWA Highway Bridge Program as administered by Caltrans. The County reserves the right to adjust the scope of services as deemed appropriate and necessary.
