The City of Homestead invites sealed Statements of Qualifications from qualified Architectural and Engineering (A/E) firms meeting the minimum qualifications outlined in this Request for Qualifications (RFQ). It is the City’s intent to select the most qualified firm and enter into a professional services agreement, in accordance with the Consultants’ Competitive Negotiation Act (CCNA), Section 287.055, Florida Statutes, to provide Construction Engineering and Inspection (CEI) services to assist the City in monitoring construction activities associated with the Krome Avenue and Flagler Avenue Water and Sewer Improvements Project, as well as the Transit Accessibility Improvements Project.
The project includes water and sewer infrastructure upgrades along Krome Avenue and Flagler Avenue, in addition to transit accessibility improvements along Krome Avenue. Construction for this project will be funded through multiple sources, including federal funding from the U.S. Department of Transportation (USDOT) Federal Transit Administration (FTA) grant, state funding through the Florida Department of Environmental Protection (FDEP) Grant L0219 and the FDEP Biscayne Bay Water Quality Improvement Grant C2502, as well as various City-funded sources.

Scope of Services – Construction Engineering and Inspection (CEI)
The Construction Engineering and Inspection (CEI) Consultant shall provide comprehensive professional services to ensure that all construction activities are performed in accordance with the approved plans, specifications, permitting requirements, applicable federal, state, and local regulations, and recognized industry standards and accepted engineering and inspection practices. The CEI Consultant shall also review and verify that all work, including final as-built drawings, accurately reflects field conditions and meets all necessary project and regulatory requirements.
The scope includes, but is not limited to, the following major work categories:
1. Respondents are solely responsible for ensuring that their submittals are complete, uploaded, and submitted in the City's e-Procurement Portal by the due date and time. *Response required*
Serve as the owner’s representative for field oversight and documentation.
a. Attend pre-construction, progress, and coordination meetings, document the meeting for review and acceptance by the City and the Contractor.
b. Maintain communication with the contractor, utility agencies, and regulatory entities.
c. Manage records, correspondence, and required project documentation.
d. Prepare daily inspection report and communicate/report all coordination and issues to the City. Prepare daily inspection reports documenting:
e. Track contractor performance by quantity and quality and compare actual progress with planned progress.
f. Review project schedule.
g. Coordinate with the testing company to schedule material testing as needed.
h. Review field quantities for contractor’s invoicing.
i. Review contractor’s pay application and backup documents.
j. Track field changes, review and assist in processing changes to the contract.
k. Assist in monitoring and compliance with the FTA, and FDEP grants for this project.
Inspect grading, subgrade preparation, base course installation, and compaction operations.
a. Monitor asphalt and concrete pavement placement, thickness verification, density testing, and surface tolerances.
b. Verify roadway geometrics, drainage elements, curb and gutter, sidewalk and ADA-compliant features.
Oversee installation of water, sanitary sewer, and stormwater systems, including trenching, bedding, pipe placement, backfill, and compaction.
a. Confirm compliance with utility material specifications, testing requirements.
b. Witness pressure testing, mandrel testing, infiltration/exfiltration testing, and photo document/video the inspections as required.
c. Confirm that the field adjustments are correctly reflected on the as-built drawings.
Verify plant materials, soil preparation, tree protection, and irrigation coordination.
a. Inspect installation of sod, shrubs, trees, and groundcover for compliance with plans and approved species lists.
b. Monitor site cleanup, stabilization, and establishment periods.
c. Inspect installation of irrigation piping, valves, controllers, wiring, and backflow preventers.
d. Verify coverage testing, zone operation, and connection to water supply.

Respondents are expected to organize their submittals in such a manner as to facilitate the evaluation process. Submittals should be keyed or indexed to correspond with this solicitation. Responses should be correlated to the specific submittal, criterion, section or paragraph number of the solicitation being addressed.
Evaluators will make a reasonable effort to locate information in the responses; however failure to follow this suggested format may make location of critical submittal information difficult, possibly resulting in a loss of appropriate credit.
Additional documentation may be requested by the City to ensure contract compliance.
Oversee installation of conduit, poles, foundations, wiring, luminaires, and control systems. Verify alignment, mounting heights, grounding, and electrical testing.
Inspect layout, surface preparation, and application of thermoplastic or paint pavement markings.
a. Verify line widths, material thickness, reflectivity, and adherence to MUTCD standards.
b. Monitor installation of delineators, raised pavement markers, and specialty markings.
Verify sign locations, mounting heights, retro-reflectivity, foundations, and hardware.
a. Ensure compliance with plans, MUTCD requirements, and local standards.
b. Inspect installation of regulatory, warning, and guide signs.
Coordinate and/or perform materials testing in accordance with applicable test standards.
a. Maintain independent assurance and verification testing documentation.
b. Track and record all test results for compliance and payment approval.
Prepare daily inspection reports, quantities, photographic documentation, and field books.
a. Review and recommend approval of contractor pay requests.
b. Support punch list development, final inspections, and project closeout package.
c. Compile as-built documentation, test results, and final records of construction.
d. Assist in reviewing the final construction closeout documents.
