Construction Manager at Risk (CMAR) for Membrane Water Treatment Plant

The City of Coral Springs, FL , is soliciting sealed responses for Construction Manager at Risk (CMAR) for Membrane Water Treatment Plant. Responses are to be submitted via the City's eProcurement Portal via https://procurement.opengov.com/portal/coralsprings PRIOR TO 2:00 pm on Wednesday, September 2, 2026. Late responses will not be accepted.

The City is soliciting qualification statements from experienced and qualified Construction Manager at Risk (CMAR) firms to provide comprehensive preconstruction and construction management services for the development of a new nanofiltration water treatment process building and associated facilities, as well as renovations to the existing water treatment plant structures as needed.  The selected firm will collaborate with the City, the City’s design engineer, Hazen and Sawyer, and the design team throughout the planning, design, and construction phases to facilitate cost control, constructability, scheduling, value engineering, and successful project delivery.

This solicitation is being conducted in accordance with the Consultants’ Competitive Negotiation Act (CCNA), Florida Statutes 287.055.

Evaluation Criteria

• Qualifications & History (30 pts) —

  The Evaluation Committee will evaluate the Proposer’s corporate stability, financial strength, bonding capacity, organizational capability, relevant corporate experience, references, and demonstrated ability to successfully deliver a project of comparable scale, complexity, risk profile, and public importance.

• Relevant Experience & Team Organization (30 pts) —

  The Evaluation Committee will evaluate the relevance and quality of the Proposer’s experience with membrane and advanced water-treatment facilities, progressive CMAR or comparable collaborative delivery, construction in operating treatment facilities, and the qualifications, availability, authority, and integration of the proposed project team.

• Project Understanding, Preliminary Risk Assessment, and Project Approach (30 pts) —

  The Evaluation Committee will evaluate the Proposer’s understanding of Project objectives and constraints; preliminary risk register; approach to operational continuity, phasing, temporary works, shutdowns, and tie-ins; preconstruction services; open-book GMP development; long-lead procurement; schedule management; commissioning and startup; quality; safety; stakeholder coordination; and innovation.

• Safety Program & Record (10 pts) —

  The Evaluation Committee will evaluate the Proposer’s safety culture, corporate and project-specific safety practices, EMR, TRIR, DART, OSHA history, serious incidents, subcontractor safety controls, field verification processes, corrective action, and demonstrated continuous improvement.

• Final Voting (5 pts) —

  The Committee will score the presentations utilizing the “Best Value Scoring Methodology” in which presentations will be ranked from “1” being the highest ranked proposer, “2” for the second highest ranked proposer, and so on, for the total number of responses under consideration. The firms with lowest combined scores will be deemed as the highest ranked proposer.
