Envelopes must include the Contractor's Name, Address, Federal Identification Number, Contract Number, Project Identification Number (PIN), and Project Description. All bids must be accompanied by either a bid bond (on a CONR 391 form), certified check, or bank cashier's check payable to the NYS Department of Transportation equating to 5% of the total bid. Electronic bids must include electronic bonds. Standard Specifications "Section 102-05 Proposal Submission" mandates hard copy proposals be prepared on the Department's Proposal Form. The Proposal Form consists of (a) the "Jurat" and "Itemized Proposal" identified in Proposal Book 1 under Contractor's Bid Package Contents, or (b) comparably identified forms printed from AASHTOWare Project Bids. No other proposal form will be accepted when submitting a hard copy proposal / paper-bid. Bids that do not meet these requirements will be rejected. Public bid openings begin at 11:15 A.M. on the date bids are due and can be attended in person at 50 Wolf Rd or virtually at https://www.dot.ny.gov/webcast. Documents and Amendments are posted to www.dot.ny.gov/doing-business/opportunities/const-notices. The Contractor is responsible for ensuring that all Amendments are incorporated into its bid. To receive notification of forthcoming Amendments via e-mail, you must submit a request to be placed on the Planholders List at www.dot.ny.gov/doing-business/opportunities/const-planholder. NYS Finance Law restricts communication with NYSDOT on procurements and contact can only be made with designated persons.
