    Description

    The Division of Eligibility and Marketplace and Integration (DEMI) is amending Contract C035756 with T-Base Communications USA, Inc., (T-Base) by adding $3,373,737.59 to the overall contract value. This amendment will add additional funding to the current contract period to avoid an early depletion of funds, as well as extend the contract for an additional six (6) months. This amendment will prevent a gap in service until the Department is able to competitively reprocure these services through the Invitation for Bids (IFB) process. The amendment will add $3,373,737.59 and will extend the contract end date from 5/1/2026 to 10/31/2026. Additional Background: The Department’s OHIP is tasked with the oversight and maintenance of the New York State of Health (NYSoH), an organized marketplace designed to help people shop for and enroll in health insurance coverage. Individuals, families, and small businesses can use NYSoH to help them compare insurance options, calculate costs and select coverage. As part of ongoing NYSoH operations, applicants and consumers are mailed a variety of documents and notices which range from applications to written notices informing the individual of their eligibility for coverage under Medicaid/Child Health Plus/Qualified Health Plans. Accordingly, the Department must provide, in conformance with the American with Disabilities Act (ADA), written communications in a usable alternative format to any applicant or recipient who attests to having a significant visual impairment. The evaluation and remediation of documents shall ensure conformance with Section 508 standards 1194.21, 1194.31, and 1194.41. Through Contract C035756, T-Base currently provides document transformation, translation, and mailing services for OHIP to conform to the aforementioned ADA requirements. Due to an unanticipated increase in the volume of eligibility notices requiring document conversions in languages other than English and Spanish, additional funds are necessary in order to avoid a gap in these critical services.
