    Description

    The City of Chesapeake’s Department of Parks, Recreation and Tourism seeks to retain a full‑service advertising and marketing agency with demonstrated experience in destination marketing to serve as the City’s Agency of Record.

    The selected agency will act as a strategic marketing partner responsible for guiding and implementing a comprehensive marketing and communications program designed to increase visitation, strengthen brand awareness, and generate measurable economic impact for Chesapeake’s tourism industry.

    Prospective agencies must show proven success in developing and executing tourism marketing campaigns for destinations, attractions, accommodations, or other tourism‑related organizations.

    The City seeks a partner capable of delivering strategic planning, brand development, creative services, media planning and placement, and performance measurement in support of Chesapeake’s tourism goals. The agency will collaborate closely with Tourism staff and key partners to ensure that all marketing initiatives align with broader economic development and tourism objectives.

    • Qualifications and Experience (Tab 2) (30 pts)

      This tab will evaluate the Offeror’s demonstrated experience and ability to perform the Scope of Services.

      Scoring will consider:

      • Firm Background – Years in business, firm size, Tidewater presence, and suitability of the office performing the work.

      • Relevant Experience – Demonstrated success performing similar work and experience with public sector, nonprofit, or tourism‑related clients.

      • References – Strength and completeness of at least four (4) references, including organization details, contact information, years served, dates of service, and contract value.

    • Firm Capabilities and Staff Resources (Tab 3) (25 pts)
      This tab will evaluate the Offeror’s organizational capacity and staffing resources.
       
      Scoring will consider:
      • Organizational structure and clarity of roles
      • Depth and qualifications of the proposed project team
      • Adequacy of staffing levels and resource availability
      • Demonstrated ability to provide consistent support
      • Compliance with requested information (org charts, resumes, representative roles, corporate structure, financial condition, mergers/acquisitions, etc.)
    • Specific Plan and Methodology to Perform Services/Resources (Tab 4) (25 pts)
      This tab will evaluate and focus on the feasibility, clarity, and strategic soundness of the Offeror’s proposed approach.
       
      Scoring will consider:
      • Understanding of the Scope of Services
      • Practicality and thoroughness of the proposed methodology
      • Strength and qualifications of assigned staff
      • Use of industry best practices and innovative solutions
      • Reasonableness of City‑provided support requested
      • Advantage of the proposed solution relative to alternatives
      • Effectiveness of the Offeror’s conflict‑resolution procedures
    • Cost of Services (Tab 5) (10 pts)
      This tab evaluation will be based on the total all‑inclusive cost submitted. Cost will be scored objectively using the formula:

      Scoring will consider:
      • Completeness and clarity of the cost proposal
      • Compliance with all‑inclusive pricing requirements
      • Absence of unauthorized fees

      AUTHORIZATION TO CONDUCT BUSINESS IN THE COMMONWEALTH: A contractor organized as a stock or non-stock corporation, limited liability company, business trust, or limited partnership or registered as a registered limited liability partnership shall be authorized to transact business in the Commonwealth as a domestic or foreign business entity if so, required by Title 13.1 or Title 50 of the Code of Virginia or as otherwise required by law. Any business entity described LISTED that enters into a contract with a public body pursuant to the Virginia Public Procurement Act shall not allow its existence to lapse or its certificate of authority or registration to transact business in the Commonwealth, if so required under Title 13.1 or Title 50, to be revoked or cancelled at any time during the term of the contract.
