    Description

    NOTICE FOR PROFESSIONAL SERVICES (Chapter 103D, HRS) The County of Hawai‘i (COH), Department of Public Works (DPW), in accordance with Federal and State procedures, is seeking qualified professional firms to install, test, and analyze smart intersection solutions located at five intersections in Hilo, as directed by the DPW for the County of Hawai‘i Smart and Safe Intersection Demonstration Project, Federal Aid Award No. 693JJ32540128, COH Job No. MO-4905, in South Hilo, Hawai‘i. The County of Hawai‘i in consultation with the Federal Highway Administration U.S. Department of Transportation (FHWA USDOT) has developed guidelines to standardize the preparation of statement of qualifications (statements) by consultants. The purpose of these guidelines is to help assure consistency in format and content of statements prepared by the consultants and submitted to the DPW. This process should reduce the time requirements for consultants in preparing statements and will simplify the review process by the DPW. Copies of the “Request for Qualifications”, Guidelines for Preparing Consultant Proposals”, and “SS4A grant vicinity map” are available for download from the Public Purchase System. If your firm is interested in accessing these documents or preforming this work for the DPW, you must be registered as a Public Purchase Vendor, Hawai‘i Region, and Hawai‘i County Agency. New Vendors should click on the link to Public Purchase provided on the www.hawaiicounty.gov webpage or go to www.publicpurchase.com to initiate the registration process. Prospective consultants are invited to return electronic statements via the Public Purchase System prior to 2:00 p.m. Hawai‘i Standard Time on May 4, 2026. Statements received after the time fixed or that are not submitted via the Public Purchase System will not be considered. Confidential material shall be clearly marked as such and readily separable from the rest of the statement. Professional service providers that return electronic statements confirming with the “Guidelines for preparing Consultant Proposals” will be evaluated by the DPW’s three-person review committee, using the stated criteria, to rank them. When ranking is completed, the DPW will request a corresponding price/fee proposal from the top ranked provider. Ranked providers may be required to submit price, technical, or other revisions as may result from negotiations or DPW may terminate unsuccessful negotiations and commence negotiations with the next ranked firm. DPW Director will recommend award of the contract based on best value offered.
