    Notice is hereby given, County of Lebanon Transit Authority, dba Lebanon Transit, located in Lebanon, PA, is soliciting bids for the construction of the Lebanon Transit Operations and Maintenance Facility located at 200 Willow Street, Lebanon, PA 17046.Bidding documents are available at no cost via the PennBid Program (https://pennbid.bonfirehub.com).Bid packages will be received for the following contracts: Contract LT 2026-1.1GC – General Construction Contract LT 2026-1.2MC – Mechanical Construction Contract LT 2026-1.3EC – Electrical Construction Contract LT 2026-1.4PC – Plumbing ConstructionThe deadline for bid submissions is 2:00PM prevailing time on April 08, 2026. Any bids received after that time will be considered non-responsive. All bids will be submitted electronically ONLY via PennBid (https://pennbid.bonfirehub.com). A NON-MANDATORY PRE-BID MEETING will be held virtually via Microsoft Teams and in-person at the project site on March 19, 2026, at 1:00PM prevailing time. A site walk through will follow the pre-bid meeting for in-person guests only. Prospective bidders are strongly encouraged to attend and can find the pre-bid conference information on PennBid in the Important Events area. For an invitation to the meeting contact Mike Hartley at mhartley@jmt.com.Bidder shall submit all questions about the meaning or intent of the Bidding Documents via the “Messages/Vendor Discussions” feature in PennBid no later than 12:00PM March 27, 2026. Lebanon Transit will not be liable for any costs incurred in the preparation of the bids or for attendance at the pre-bid conference.Lebanon Transit encourages the use of Disadvantaged Business Enterprise (DBE) in all contracts. Any certified DBE’S proposed by the contractor must be fully utilized with adequate documentation provided by the selected contractor to satisfy federal and PennDOT requirements.Federal Davis-Bacon Prevailing Wage Rates are required for this project.The Bidder’s attention is directed to the fact that all applicable Federal and State laws, municipal ordinances and codes, and the rules and regulations of all authorities having jurisdiction over construction of the Project shall apply to the Contract throughout, and they are deemed to be included in the Contract the same as though herein written in full. All bids and contracts are subject to financial assistance contracts between Lebanon Transit and the Pennsylvania Department of Transportation, and Lebanon Transit and the Pennsylvania Commonwealth Financing Authority. The Project was financed, in part, by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority.The successful bidder will be required to comply with all applicable Non-Discrimination and Non- Collusion laws and regulations to certify that they are not on the Comptrollers General’s list of ineligible contractors or are federally disbarred.The bidder agrees that bids will be valid for at least a ninety (90) day period from the date the bids are opened.Lebanon Transit reserves the right to reject any or all bids and to waive any or all irregularities, mistakes, omissions, or informalities relative thereto.
