    SCOPE OF WORKThe selected Outside Auditor will be required to complete the following tasks annually in relation to the Basic Financial Statements:1. Express an opinion on the financial statements as to whether they present fairly, in all material respects, the financial position of AVTA and the changes in financial position in conformity with generally accepted accounting principles (GAAP), and issue an independent auditors’ report stating this opinion.2. Test internal control over financial reporting and compliance with certain provisions of laws, regulations, contracts, and grant agreements and other matters, in accordance with Government Auditing Standards.3. Prepare a report to the Board of Directors and Management that identifies control deficiencies, significant deficiencies, and material weaknesses, if any, and your recommendations for improvements in accounting and administrative controls. The report will include a statement that it is intended solely for the information and use of the audit committee, management, and specific legislative or regulatory bodies, and is not intended to be, and should not be used by, anyone other than those specified parties.4. Prepare a single audit in compliance with OMB A-133.5. Communicate immediately and in writing all irregularities and illegal acts, or indications of illegal acts, of which they become aware, to the AVTA Executive Director and the Chairman of the Board.7. The firm shall respond to reasonable inquiries of the Auditor-Controller and successor Outside Auditors and allow the Auditor-Controller and successor Outside Auditors to review working papers relating to matters of continuing accounting significance.8. Provide general consultation as required, during the year, on financial reporting matters. An independent auditor’s report on the fair presentation of the financial statements in conformity with accounting principles generally accepted in the United States of America.b. An independent auditor’s report on compliance and internal control over financial reporting based on an audit of the financial statements performed in accordance with government auditing standards.c. An independent auditor’s report on compliance with requirements applicable to each major federal program, internal control over compliance, and schedule of expenditures of federal awards in accordance with OMB Circular A-133.d. A schedule of findings and questioned costs.e. A summary schedule of prior audit findings and corrective action plan.BOARD OF DIRECTORS PRESENTATIONAuditors shall assure themselves that AVTA’s Board of Directors is informed of each of the following:a. The auditor's responsibility under auditing standards generally accepted in the United States of America.b. Significant accounting policies.c. Management judgments and accounting estimates.d. Significant audit adjustments.e. Other information in documents containing audited financial statements.f. Disagreements with management.g. Management consultation with other accountants.h. Major issues discussed with management prior to retention.i. Difficulties encountered in performing the audit.The auditor will be present and/or make a presentation (typically) at the November Board of Directors meeting. This service shall be included in the contract price.PROJECT DELIVERABLESa. Electronic versions of all drafts, revisions, and final documents clearly indicating the date and revision number.b. Bound, printed copies of final reports. Up to fifteen copies.c. Original charts, graphs, and tables. Electronic versions of all documents, reports, data tables, charts, graphs, etc., shall be provided in Microsoft Office-compatible formatd. All work must be consistent with the requirements established by the Southern California Association of Governments (SCAG), the Los Angeles County Metropolitan Transportation Authority (LACMTA), and the Federal Transit Administration (FTA), where appropriate. Clearly demonstrate how the outlined solution has been a consistent part of your past (day-to-day) business activities.(30 points possible)Project Budget: The proposer shall provide the following cost breakdown:• Provide an all-inclusive cost per year of service provided with a breakdown of all required items in the specifications. (Include all labor, supervision, management, travel, per diem, outreach activities, labor, taxes, etc.)• Other options and/or other solutions with pricing details.(20 points possible)Relevant Business Experience: Describe your firm’s last five(5) years of transit-related experience providing similar products/services. Provide the contract amount, scope of work, advisory contract term, and assigned staff.(15 points possible)Proposer’s Information: Proposer shall provide the following:• Companies' past work history, current and future capabilities.(15 points possible)Project Schedule: The Proposer shall include: a tentative schedule of all verifiable milestones, including delivery dates for all deliverables. Include a description of how the team will meet the project objectives.proposed time schedule for each year of service provided.(10 points possible)Personnel: Proposer shall provide the following:• Project organization hierarchy chart showing the company and staff assigned to this project. (Names of the principal (s), manager(s), and senior personnel).• Professional certifications, qualifications, relevant experiences, credentials, and resume of the individuals assigned to this project. This will include all Contractor(s), principal(s), project manager (s), and senior personnel.• Demonstrate how the various team members will be stable, interact, and coordinate the project effectively with each other and with the AVTA’s personnel.(Note: Personnel info is not expected to be submitted publicly and will be solicited separately during the evaluation period)(10 points possible)
