    Sealed bids for the furnishing of all labor and materials necessary to complete the following contract will be received by the Greene County Highway Department, 240 West Main Street, P.O. Box 485, Catskill, NY 12414 until 11:00 AM local time on Wednesday, February 18, 2026, at which time they will be publicly opened and read aloud: CR23B (Main Street) Slope Remediation in the Town of Catskill, Greene County, New York A pre-bid meeting will be held at 10:00am, Tuesday, February 3rd at the project site. All bid documents, without limitation, including sections 1.1 through section 9 and all exhibits and appendices attached thereto are hereby incorporated by reference and made apart hereof. Contract Documents, including Advertisement For Bids, Information For Bidders, Labor and Employment, Additional Instruction, Bid Documents, Agreement, General Conditions, General Requirements, Specifications, Contract Drawings and any Addenda are available in digital format and may be obtained from CDM Smith. Digital copies can be obtained by providing a valid email address to carsonrt@cdmsmith.com. Download instructions will be provided upon notification. Each bid must be accompanied by security in an amount not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Information for Bidders section. No bidder may withdraw their bid within forty-five (45) days after the actual date of opening thereof. This is an exempt capital improvement project and Bidders shall not include in their bid sales and compensating use taxes on the cost of materials which are to be incorporated into the work and which are to be separately sold by the Contractor to Greene County prior to incorporation into the work of the Contract. The attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under this Contract. Greene County, in accordance with Title VI of the Civil Rights Act of 1964 and 78 Stat. 252, 42 USC 2000d-d4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, part 21, Nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. Any person who believes they have been aggrieved by an unlawful discriminatory practice under Title VI has a right to file a formal complaint with Greene County. Any such complaint must be in writing and filed with the City Title VI Coordinator within one hundred eighty (180) days following the date of the alleged discriminatory occurrence. Title VI Discrimination Complaint Forms may be obtained at no cost to the complainant on our website at www.greenegovernment.com or by calling (518) 719-3540. All work items of the Contract shall be substantially completed within 180 calendar days following the date the Contractor is notified to proceed with the work unless such period is extended by the Owner as provided herein. This is a county funded project. The following are requirements of the project: • The Prime contractor shall submit the completed Non-Collusion forms with their bid. • There are no residential or geographical restrictions related to this project. • The successful bidder will provide performance & payment bonds, insurance, and execute the contract The project was designed in accordance with NYSDOT Standard Specifications dated January 1, 2025. The right is reserved to waive any informalities in the Bid and to reject any or all Bids. The receipt of bids by the County shall not be construed as authority to bind the County.
